Decker moved to approve the minutes of the December 19, 2006 meeting; Anderson seconded; passed unanimously. Devlin moved to approve the minutes of the January 16, 2007 Special Workshop meeting; Johnson seconded; passed unanimously.


Decker moved to approve the Claims as of January 23, 2006; Parkhurst seconded; passed unanimously. Claims for January totaled $224,066.72.

Citizen Requests

Included in the Agenda packet was a letter to the Mayor and Council from Bill Howse, #25 Hampton.


Mike Wise, Wise & Associates, attended the meeting to answer questions concerning the proposed Health Insurance coverage for the police officers. Johnson reviewed the 3 choices to be considered: (1) renew the current policy; (2) select HMO policy Plan E (which has better coverage than the current policy); (3) select HMO policy Plan G. Council also considered the possibility of paying a portion of the cost for employee/family, employee/dependent or employee/spouse coverage. Following discussion Decker moved to select the HMO Plan G policy and approve a plan in which the City would pay 65% of the additional cost for family, dependent or spouse coverage; Devlin seconded; passed unanimously.

Treasurer's Report

Revenues for December totaled $43,211 and expenditures totaled $60,783 resulting in a loss for the month of $17,572 and gain year to date of $159,370. Unencumbered cash and investments totaled $521,914 for 2006 as compared to $358,408 for 2005.

City Clerk's Report

  1. Kratzer reported that a check had been sent in the amount of $54,178.48 to the City of Wichita for fire protection. This check covers the first of two installments.
  2. Brada reported that Rhonda Hayes, Marc Gorges, Britt Brown, and John Mastio are the candidates running for the 3 council positions. No primary will be needed due to the number of candidates running. The general election will be held the first Tuesday in April.
  3. Brada asked the Council if they wanted to include a proposal on the election ballot. If so, February 21, 2007 is the deadline for submitting proposals to the election office. An alternative would be for Eastborough to conduct its own "straw ballot" on Election Day.

City Attorney's Report

Bogle reported that the case against Mr. Shinwari, #14 Douglas, will be heard on February 7th. Mr. Shinwari has been cited for numerous violations of the Nuisance Ordinance 1232.

Mayor's Report

Rosenberg reported that he plans to set up a meeting with Wichita City Manager, George Kolb, to discuss the water rates charged Eastborough citizens.

Police Chief's Report

  1. Chief asked if there were questions concerning his monthly report.
  2. Chief reported on the police department's participation in the Operation Rescue event.
  3. Chief spoke on the issue of Identity Theft.

Finance; Budget & Accounting; Community Affairs & Municipal Court Liaison Commissioner's Report-Kory Parkhurst

  1. Parkhurst reported that Greg Sevier needs help in preparing the 5-year budget plan. Council members are asked to submit projects and/or needs along with cost figures.

Utilities; Street Maintenance; Fire Protection Commissioner's Report-Lisa Decker

Decker reported that she had been working with Chris Owen, Hubris Communications, on content to be included in the website.

Public Relations Report; Long Range Planning-Mayor Thom Rosenberg

No report.

Insurance; Personnel Benefits; City Hall Maintenance; Zoning & Architectural Review Commissioner's Report-John Johnson

No further report.

Park Commissioner's Report-Shawn Devlin

  1. Devlin reported that he had received bids for the park/pond maintenance contract from Tree Top Nursery, Lawn Rangers, TruGreen ChemLawn and Complete Landscaping Solutions. The bids would include mowing/trimming; bed maintenance; irrigation service/repair; pond pumps maintenance/repair. Devlin was asked if snow removal was included in the bid. The answer is no. Following discussion, Council decided to table the vote until February so more information can be gathered. Council was asked to make a list of miscellaneous tasks that were handled by Charlie White but not included in the above bids.

Newsletter; Beautification And Memorial/Gifts Committee Liaison Commissioner's Report-David Anderson

Anderson asked Bogle if there had been any further communication from Mr. Honeyman concerning the Trash Contract. Bogle responded, nothing recently.

Executive Session-8:00pm

Mayor asked the Council to go into executive session for 30 minutes to discuss the annual salary review.

Out Of Executive Session-8:25pm

Decker moved to approve the following: (1) a merit pay range of up to 5% for the police officers; (2) hourly increases for Chief Bridgewater to $29.50, Asst. Clerk, Barbara Kratzer to $16.25, and Court Clerk, Cindy Burkemper to $12.00; (3) retainer increases for Jerry Bogle, City Attorney, to $1,000 and Larry Hollis, Municipal Judges to $700.00; Devlin seconded; passed unanimously.
