Devlin moved to approve the minutes of the January 23, 2007 meeting; Johnson seconded; passed unanimously.


Decker moved to approve the Claims as of February 27, 2007; Devlin seconded; passed unanimously. Claims for February totaled $63,860.53.


Jay Anglemyer, Civil Engineer with MKEC, presented a summary of the Drainage & Curb Survey done on the Westside. His handout included maps of the area; information on the curb retrofit option; street reconstruction option; cost figures; street photos highlighting problem areas. Anglemyer pointed out problems that Council will need to consider before proceeding on the project. Problems include:

  1. adding 6"curbs to the existing flat streets would trap water behind the curbs and impact drainage;
  2. existing streets have too many layers;
  3. street width varies throughout the area;
  4. there are drainage ditches along some areas while none in other areas;
  5. surface area of the streets is poor;
  6. some areas of the streets have soft spots;
  7. some mailboxes are placed too close to the street or on City property;
  8. trees growing to close or in the street.

Anglemyer explained the pros and cons of a standard 6" curb as opposed to a roll style curb. The report gave an estimate of $409,359.50 to install curbing throughout the area. Also reported was an amount of $703,165.10 to completely reconstruct the street and install curbing. Discussion followed with no action taken.

Treasurer's Report

Revenues for January totaled $453,502 and expenditures totaled $116,864 resulting in a gain for the month and year to date of $336,638. Unencumbered cash and investments totaled $771,948 for 2007 as compared to $508,935 for 2006.

Park Commissioner's Report - Shawn Devlin

  1. Devlin reported that he had invited Cary Glass and Buddy Shannon from Tree Top Nursery to attend the Council meeting and answer questions concerning their maintenance proposal for the parks and common areas. During the discussion period Cary Glass recommended the City consider purchasing a Flow Sensor at a cost of $2,582.00. Should a leak occur in the irrigation system the Flow Sensor would shut the system down, thus limit the water loss.

    Devlin moved to accept Tree Top Nursery's maintenance proposal for 2007; Decker seconded; passed unanimously. Devlin moved to approve the purchase of the Flow Sensor for the park; Johnson seconded; passed unanimously.
  2. Devlin reported that Elmer, A-1 Tree Service, had spoken to him about an Elm Tree which he feels is diseased and needs treatment.
  3. Devlin reported that as of March 1st Charles White will no longer be under contract to do park maintenance. Kratzer was asked to contact White and ask him to attend the March 27th Council Meeting. White will be honored with a proclamation expressing gratitude for his years of service and presented a $300 check.

City Clerk's Report

  1. Kratzer reported that the approved minutes will now be published on the Eastborough website.
  2. Kratzer reported that the 2007 Resident Directory is in the final review process and will soon go to the printer.
  3. Kratzer reported that she would not renew Charles White's Workers Comp Ins policy unless otherwise instructed.
  4. Kratzer reported that in the past pro temp judges were paid $50 for their service. Is this amount sufficient or should Council consider raising the amount? Decker moved to increase the amount paid to pro temp judges to $100; Devlin seconded; passed unanimously.

City Attorney's Report

  1. Bogle reported that Mr. Shinwari, #14 Douglas, had appealed his conviction in Municipal Court to District Court. The hearing is set for March 13th.
  2. Included in the agenda packet was a draft amendment to the nuisance Ordinance #1232. Ordinance #1260 would include additional fines for repeat offenders. Vote on the ordinance tabled until March.

Mayor's Report

Rosenberg reminded Council that the Eastborough website: www.eastborough.net is up and running.

Police Chief's Report

  1. Chief asked if there were questions concerning his monthly report.
  2. Chief reported that officer Bryan Stewart had resigned and taken a similar position in his hometown of Wellington.
  3. Chief reported that part time officer, Panya Phommarath, has joined the department on a full time basis.
  4. Chief reported that the hiring process has begun to fill the last vacant slot.

Utilities; Street Maintenance; Fire Protection Commissioner's Report-Lisa Decker

Decker reported that Ferguson Paving had submitted a bid of $845.00 for pothole repairs. Decker gave authorization for him to complete the repairs.
