Oath of Office

Brada administered the Oath of Office to Jennifer Wagle. Rosenberg appointed Wagle to fill Marc Gorges' unexpired term on the Council.


Brown moved to approve the minutes of the September 25, 2007 meeting; Mastio seconded; passed unanimously


Anderson moved to approve the Claims as of October 23, 2007; Johnson seconded; passed unanimously. Claims for October totaled $66,402.63.

Treasurer's Report

Kratzer reported that the revenues for September totaled $83,552 and expenditures totaled $47,290 resulting in a gain for the month of $36,262 and gain year to date of $300,294. Unencumbered cash and investments totaled $820,791 for 2007 as compared to $603,784.

City Clerk's Report

  1. Kratzer reported that Sparkle Cleaning had been called out to restripe the lines at the east and west entrances; paint the handicap logo on the concrete parking space at the park; paint the curb yellow on both sides of the fire hydrant at the park
  2. Kratzer handed out a new council roster.
  3. Kratzer asked Council if they wished to change the December meeting date from December 25th to December 18th. Council members agreed and signed the "Request to Change the Meeting Date" form.
  4. Kratzer handed out copies of the Treasurer's 3rd Quarter Financial Report.

City Attorney's Report

  1. Bogle asked members if they had reviewed the draft ordinance relating to construction/and or alteration of driveways to residences. Brown moved to approve the ordinance as presented; Anderson seconded; passed unanimously. The approved ordinance will be numbered 1273 and sent off for publication.
  2. Bogle reported that he had not heard from the City of Wichita concerning the south boundary lines. Bogle stated he would initiate a conversation.
  3. Bogle asked why "claims" were given an ordinance number. Kratzer will look into the issue and report back in November.

Police Chief's Report

  1. Rosenberg asked if there were questions concerning the monthly report.
  2. Kratzer reported that the check to John Daily, BelAire Police Chief for $13,939.77 will go towards the purchase of 3 computers for the patrol cars. Sedgwick County has received grant money to help reduce the city's cost of the computers. In time, Eastborough will be reimbursed $6,969.89 for the computers.

City Hall Maintenance; Beautification Committee Liaison; Community Affairs Liaison; Municipal Court Liaison Commissioner's Report-Jennifer Wagle

Utilities; Street Maintenance; Fire Protection Commissioner's Report-John Johnson

  1. Johnson reported that Doug Daag is preparing a stop gap plan to upgrade the streets on the westside until a long term solution can be agreed upon. Johnson estimates the project to cost between $60,000 and 80,000.
  2. Johnson reported that the street work on Stratford has been completed and the only remaining work to be done is the curbing at #6 Douglas. This will complete the 1st and 2nd phases of the TRF Funds projects.
  3. Johnson was asked if Ferguson Paving has plans to repair some of the potholes in the City.

Parks And Street Signs Commissioner's Report-David Anderson

  1. Anderson reported that he is taking bids to complete the stone edging around the pond. Erosion is bad in the areas not edged. The bids are running about $65,000. Anderson suggested deferring any action on the project until 2008.
  2. Anderson reported that the top end cost to replace the street signs in Eastborough is $150,000. Anderson asked Council to approve encumbering half of the funds ($75,000) in 2007 and the other half ($75,000) in 2008; Brown seconded; passed unanimously.
  3. Anderson reported that the signs for the park are completed and that Fast Signs will handle the installation.
  4. Anderson reported that Tree Top has planted the honeysuckle in the bare area next to the gazebo and installed a walking path down to the lake.
  5. Anderson reported that he and Holly Friend toured the parks with Elmer (A-1 Tree Service) to discuss the upcoming trimming and tree removal. The purchase and installation cost of a new tree is about $800. Anderson asked the Council to approve $10,000 to be used for the replacement of trees; Brown seconded; passed unanimously.
  6. Anderson reported that Tree Top has replaced the dead trees, which were planted in the spring, at no cost.
  7. Anderson reported that Tree Top has not replaced the pump in the small pond near Peachtree.
  8. Anderson reported that Milestone Construction is building a storage area behind the trash containers and relocating the two permanent trash containers to areas along the walking paths.
  9. Anderson reported that Wade Vickery will be asked to submit a bid to handle the mowing and maintenance of the islands and City Hall when our contract ends with Tree Top. Vickery works under the supervision of the Police Chief.
  10. Anderson asked the Council to approve $170 for the purchase and planting of tulips; Brown seconded; passed unanimously.
  11. Anderson reported that tree top would be over seeding areas in the parks and at City Hall.

Public Relations Report; Long Range Planning-Mayor Thom Rosenberg

Insurance; Personnel Benefits; Zoning & Architectural Review Commissioner's Report-John Mastio

  1. Mastio reported that he would be meeting with Bob Howse to review the City's insurance package.

Finance: Budget And Accounting; Memorial Gifts Committee Liaison; Newsletter-Website Commissioner's Report-Britt Brown

  1. Brown reported that the website had been updated. Additions to the website will include: List of Council member's responsibilities; Approved and published Ordinances relating to rubbish and driveways; Special section under Police entitled: "Crime Scene".
  2. Brown handed out a list of "Requested Equipment Upgrades" he had asked the Chief to prepare. The list includes: (a) 3- Portable Radios ($1,800); (b) 3 Video Systems ($12,000); 1-Digital Camera ($600); (c) 1-Multi-Media Projector ($700). Following discussion, Brown asked the Council to approve the purchase of the following items: 3- portable radios, 1-digital camera, and 1-multi-media projector; Mastio seconded; passed unanimously.
  3. Brown asked members to consider items to be included in the next newsletter.
