Regular Council Meeting - April 22, 2008 - 5:30pm

Minutes

Brown moved to approve the minutes of the March 25, 2008 meeting; Wagle seconded; passed unanimously.

Claims

Brown moved to approve the Claims as of April 22, 2008; Mastio seconded; passed unanimously. Claims for April totaled $54,254.80.

Citizen's Request

Chief Bridgewater reported that he had spoken with Glenn Case, #72 Stratford, concerning the crumbling curb on either side of his driveway. Mr. Case plans to replace his driveway and in the process widen the approach. Could the cost of the curb portion be a joint effort? The Chief provided photos of the damaged curb. Council instructed the Chief to confer with Mr. Case and get some cost estimates.

Treasurer's Report

Kratzer reported that the revenues for March totaled $40,280 and expenditures totaled $58,448 resulting in a loss for the month of $18,168 and gain year to date of $174,752. Unencumbered cash and investments totaled $854,747 for 2008 as compared to $758,663 in 2007.

City Clerk's Report

City Attorney's Report

  1. Bogle reported that he had sent a letter to Wichita requesting an update on the boundary agreement issue.
  2. Bogle asked the Chief if there had been any response by the resident to the updated ordinance pertaining to therapy animals on the property. Chief responded no.
  3. Bogle reported that Mr. Shinwari had appealed the District Court ruling against him to the Kansas Court of Appeals.

Mayor's Report

Rosenberg reported that he and John Mastio would soon begin gathering figures for a 10 year Long Range Plan.

Police Chief's Report

  1. Chief asked if there were questions concerning his monthly report.
  2. Chief warned the Council that there have been an increase of car thefts in the areas surrounding Eastborough.

Finance; Budget And Accounting; Memorial Gifts Committee Liaison; Newsletter-Website Commissioner's Report- Britt Brown

Brown reported that the newsletter is nearly completed.

City Hall Maintenance; Beautification Committee Liaison; Community Affairs Liaison; Municipal Court Liaison Commissioner's Report-Jennifer Wagle

  1. Wagle reported that Jamee Ross has accepted the position of Chairman of the Community affairs committee.
  2. Wagle reported that the Beautification Committee has selected 7 new trees to be planted throughout the parks-three on Hampton/south of Lynnwood; two across from #12 Lakeside; Red Buds in the Mission Triangle.
  3. Wagle spoke with Judge Hollis and he has no issues for Council to address at this time.

Utilities; Street Maintenance; Fire Protection Commissioner's Report-John Johnson

Mayor reported for Johnson that he has been working with Doug Dagg, Street Consultant, and Greg Sevier, Accountant, to discuss costs figures for the Westside street project. Sevier and Dagg will be asked to attend the May council meeting.

Parks And Street Signs Commissioner's Report-David Anderson

Anderson reported:

  1. That the Street Sign Project has begun throughout the city. When the new brackets arrive the project can be completed.
  2. The waterfall pump has been repaired and will soon be installed. The cost of the repairs, installation, and replacement of the sump pumps will cost the city approximately $7,700.

Public Relations Report; Long Range Planning-Mayor Thom Rosenberg

Mayor reported that he has appointed Dave Anderson, President of the council replacing John Johnson.

Insurance; Personnel Benefits; Zoning & Architectural Review; Long Range Planning Commissioner's Report-John Mastio

Mastio reported that he has been working with Don Windham to set up an annuity through American General to pay out the funds from his unqualified annuity.
