Special Budget Hearing

Greg Sevier reviewed the changes made by Council to the draft budget and answer questions. Anderson moved to approve the 2009 Budget as presented; Brown seconded; passed unanimously. Brown moved to to approve Ordinance #AP08-01 creating a Capital Improvement Fund; Mastio seconded; passed unanimously. After the ordinance is published, it will be included with the approved budget materials and filed with Sedgwick County and the State of Kansas. The Special Budget Hearing concluded at 5:50 pm.

Anderson moved to approve the minutes of the June 24, 2008 meeting; Brown seconded; passed unanimously.


Anderson moved to approve the Claims as of July 22, 2008; Johnson seconded; passed unanimously. Claims for July totaled $84,917.06.

Citizen's Request


Treasurer's Report

Brada reported that revenues for June totaled $276,168 and expenditures totaled $133,283 resulting in a gain for the month of $142,885 and gain year to date of $292,750. Unencumbered cash and investments totaled $993,736 for 2008 as compared to $866,815 for 2007.

City Clerk's Report

  1. A gift was sent from council and staff to Don Brada following his recent surgery.
  2. The Court Clerk is out of the office this week on vacation. Kay Brada has been filling in.
  3. Atlas Electric has been in the park repairing the lights near the gazebo. The electrician reported that the problem originated with the lights on the island.
  4. Brada reported that the primary election will be held at City Hall on August 5th. A flyer listing advanced ballot locations can be picked up at City Hall.


  1. Rosenberg asked the Council to consider raising the hourly rate ($10) paid Kay Brada’s when filling in at City Hall. No adjustments to the hourly have been made for at least 5 years. Discussion followed resulting in Brown moving to increase the hourly rate to $13 an hour; Johnson seconded; passed unanimously.
  2. Rosenberg reported that AT&T will be sending representatives into the community to explain the new video service that will be coming into Eastborough. AT&T has been given a copy of the Door-to-Door Solicitation Ordinance which includes a daily fee. AT&T has asked the City to waive the daily fee and grant a monthly pass. Council was not inclined to amend the ordinance, but rather encourage AT&T to mail informational material to the residents.
  3. Rosenberg reported that Eastborough is current on its obligations to Sedgwick County for prisioner housing fees.

City Attorney's Report

  1. Bogle reported that Mr. Shinwari, #14 Douglas, did not file his appeal to the Court of Appeals in a timely manner, therefore the City will proceed in drafting an ordinance to withdraw from the case.

Police Chief's Report

  1. Chief asked if there were any questions concerning his monthly report.
  2. Chief asked the Council, at 6:20pm, to go into executive session for 10 minutes to discuss a personnel issue. Out of executive session, Anderson moved to cap the days of paid leave at 90 for an officer on suspension--subject to review; Wagle seconded; passed unanimously .

Finance; Budget And Accounting; Memorial Gifts Committee Liaison; Newsletter-Website Commissioner's Report- Britt Brown

Brown reported that the resident directory can now be accessed on the Eastborough website. The suggestion was made to send postcards to the residents encouraging their participation in the service. A signup sheet will also be available at City Hall on primary election day.

City Hall Maintenance; Beautification Committee Liaison; Community Affairs Committee Laison And Municipal Court Liaison Commissioner's Report-Jennifer Wagle

  1. The project to replace the carpet in the basement at City Hall will be done in early August.
  2. Nothing to report from the Beautification Committee.

Utilities; Street Maintenance; Fire Protection Commissioner's Report-John Johnson

Johnson reported that Mike Rodee, Ferguson Paving, has submitted a bid of $6,100 to repair potholes throughout the city. Work will begin in the next few weeks.

Parks And Street Signs Commissioner's Report-David Anderson

Anderson reported:

  1. That the old pump at the north end used a screen for filtration. Tree Top is in the process of rebuilding the screen to enable the new pump to function.
  2. Tree Top will be replacing the dead honeysuckle near the Gazebo.
  3. Tree Top is preparing a bid to complete the stone edging around the pond.
  4. A map indicating the streetlight poles that are leaning will be forwarded to Westar.
  5. Anderson asked Bogle if there had be any progress with Wichita in resolving the boundary issues. Bogle responded nothing to date.

Public Relations Report; Long Range Planning-Mayor Thom Rosenberg

Mayor reported that he and Mastio would meet and organize a Long Range Planning Committee meeting.

Insurance; Personnel Benefits; Zoning &Amp; Architectural Review; Long Range Planning Commissioner's Report-John Mastio

  1. Mastio reported that Principal Financial Group has notified the city that changes need to be made to the City’s 401K Plan Document. The government now requires all cities to have a non ERISA document. Principal has agreed to prepare the new document.
  2. Mastio asked if there was an ordinance limiting the number of old vehicles in a driveway andor trailers full of brush in the yard. The response to the question was no.
