Minutes

Brown moved to approve the minutes of the December 16, 2008 meeting; Mastio seconded; passed unanimously.

Claims

Anderson moved to approve the Claims as of January 27, 2009; Brown seconded; passed unanimously. Claims for January totaled $112,595.40.

Treasurer's Report-Norman Farha

Brada reported that revenues for December totaled $59,891 and expenditures totaled $82,560 resulting in a loss for the month of $22,669 but gain year to date of $158,130. Unencumbered cash and investments totaled $869,018 for 2008 as compared to $691,128 for 2007.

Insurance; Budget and Accounting; Memorial Gifts Committee Liaison; Newsletter-Website Commissioner's Report-John Mastio

  1. Mastio asked the Council if they had read the brief summary prepared by Mike Wise of what is happening in the health insurance industry today.
  2. Mastio asked the Council if there were questions concerning the 2009 Health Insurance renewal quote. The renewal reflects a 1.5% increase from 2008. Mastio moved to approve the proposal as presented; Johnson seconded, passed unanimously.
  3. Mastio reported that he had asked Mike Wise to shop the market for a long term disability policy for the police officers.
  4. Mastio made a recommendation to Council that Mike Wise serve as agent of record for the health, life and disability policies.
  5. Mastio asked Kratzer to forward information on the city’s life insurance coverage to Mike Wise so he could shop the market.
  6. Mastio reported that some officers were also participating independently in Vision Care Direct.
  7. Mastio asked council members to consider adopting ordinances regulating the length of time of construction and the number of old cars on resident properties.

Clerk's Report-Kay Brada/Barbara Kratzer, Asst.

  1. Brada reported that January 27th at noon was the deadline for filing to run for the positions of council member or mayor. David Anderson and John Johnson have filed for the two council positions and Thom Rosenberg has filed for Mayor. The general election will be held in April.
  2. Kratzer reported that Travelers has come to a settlement with Maxine Bethley concerning her lost purse. Once she signs the release form, which was mailed to City Hall, a check will be issued to her, case closed.
  3. Kratzer reported that the first installment check to the City of Wichita for fire protection will be paid in February.

Utilities; Street Maintenance; Fire Protection Commissioner's Report-John Johnson

  1. Johnson reported that the weather has caused the delay in Ferguson Paving repairing potholes throughout the city. The weather has also delayed the start of the street resurfacing project by Cornejo.
  2. Johnson reported that he had met with Larry Henry, MKEC, to discuss a proposal to do street consulting work for the City. Henry will be asked to attend the February meeting and answer questions concerning the proposal.
  3. Johnson reported that he and Henry had also discussed the base and drainage problems on the west side of Woodlawn.

Parks And Street Signs Commissioner's Report-David Anderson

Anderson reported:

  1. Anderson reported that he had signed the 2009 contracts with Wade Vickery (Trim All) and Ryan Lawn Service for maintenance work in the parks and common areas. Anderson also accepted the contract by Tree Top Nursery to mow the grass, maintain the beds, and maintain the irrigation system. Tree Top will also maintain the water falls and pumps in the pond and treat the pond when necessary.
  2. Anderson agreed to contact the Beautification Committee and ask them to evaluate the islands on the west side of Woodlawn and triangle island on Hampton and make recommendations as to how they might be updated.
  3. Anderson reported that he would be meeting with Wade Vickery to discuss issues in the north park, along High and Brookfield.
