MINUTES

Brown moved to approve the minutes of the July 28, 2009; Johnson seconded; passed unanimously.

CLAIMS

Brown moved to approve the Claims as of August 25, 2009; Wagle seconded; passed unanimously. Claims for August totaled $.---

TREASURER'S REPORT-Norman Farha

Farha reported that revenues for July totaled $38,873 and expenditures totaled $70,443 resulting in a loss for the month of $31,570 but gain year to date of $390,594. Unencumbered cash and investments totaled $1,248,590 for 2009 as compared to $970,943 for 2008.

CITIZEN'S REQUEST

  1. Shari Beck asked the Council to approve the use of the Eastborough Park near the pond for the first annual POOCH PARTY. All proceeds from the event will be donated to the Kansas Humane Society. Council members were not opposed to the event, but the discussion surrounded the city's liability. Kratzer was asked to contact the insurance agent concerning this issue. If the insurance issue is resolved the organizing committee will circulate fliers to the residents and handle any clean-up after the event.

CLERK'S REPORT-Kay Brada/Barbara Kratzer, Asst.

  1. Brada reported that Rick Shallenberger, Sedgwick County Emergency Management, had requested a copy of the Eastborough logo to use on the cover of the County Mitigation Plan. Brada circulated a copy of a logo created by Shallenberger's department since Eastborough is without one. A Councilman mentioned using the Eastborough pen as our logo. Mayor agreed to contact the company that created the pen to forward a copy.
  2. Kratzer reported that the committee organizing the "Movie in the Park had put the project on hold due to costs.
  3. Kratzer asked for Council approval of Ordinance #G09-93 Uniform Public Offense Code and Ordinance #G09-04 Standard Traffic Code. Johnson moved to approve the Ordinances in question; Brown seconded; passed unanimously.
  4. Kratzer asked for Council approval of the 5yr Waste Connection Contract. Brown moved to approve the contract in question; Johnson seconded, passed unanimously.
  5. Kratzer reported that anyone not wishing to receive the fliers distributed on Wednesdays by The Eagle should call 1-800-200-8906.
  6. Kratzer asked Council to approve the Certification of Resolution authorizing the Chief and Asst. City Clerk (Barbara Kratzer) to designate those individuals to whom credit cards are to be issued and further authorizes them to cancel credit cards, be granted access to view transaction activity online and make other changes as needed by providing written notification to bank. Brown moved to approve the above resolution; Johnson seconded; passed unanimously. Council and Mayor signed the resolution.

CITY ATTORNEY'S REPORT-Jerry Bogle

Bogle handed out copies of the revised Burning Ordinance (G-09-05) for council review. Following discussion Brown moved to approve the above ordinance; Wagle seconded; approved unanimously. This ordinance repeals Ordinance 313.

MAYOR'S REPORT-Thom Rosenberg

Rosenberg asked Council if they had received a copy of a letter from Jay Swanson, #5 Lynnwood. Swanson requested that this letter be included in the next newsletter.

POLICE CHIEF'S REPORT-Matthew Cox

  1. Interim Chief asked if there were any questions concerning his monthly report.

CITY HALL MAINTENANCE; BEAUTIFICATION COMMITTEE LIAISON; COMMUNITY AFFAIRS COMMITTEE LAISON AND MUNICIPAL COURT LIAISON COMMISSIONER'S REPORT-Jennifer Wagle

  1. Wagle reported that she had received a number of bids for replacing the heating and air conditioning systems. Discussion was tabled.
  2. Wagle asked Council to call a Special Meeting for September 1, 2009, 5:30pm for the purpose of discussing the appointment of a new police chief.
  3. Wagle reported that she was still working on an ordinance requiring residents to participate in an annual tagging program for their dogs.

UTILITIES; STREET MAINTENANCE; FIRE PROTECTION COMMISSIONER'S REPORT-John Johnson

  1. Johnson reported that Ferguson Paving has completed the contract to temporarily patch potholes throughout the city.
  2. Johnson reported that the contractor for #6 Hampton had contacted him concerning the repair of a pothole in from of the property. Mr. Konnesky asked Cornejo to make the repairs and asked the City to share the cost. Johnson told Mr. Konnesky that all repairs to city streets should be cleared through City Hall before work is done. No action was taken on Mr. Konnesky's request.
  3. Johnson reported that he had spoken with Larry Henry about how to use up the remaining funds in the KDOT Project.

PARKS AND STREET SIGNS COMMISSIONER'S REPORT-David Anderson

  1. Reporting for Anderson, Rosenberg asked the council to consider ways to reduce the duck population in the park.
  2. The water fountain in the park has been repaired.
  3. A resident complained about conditions of the flower beds and shrubs in the new park. They needed weeding and trimming. Anderson reported the complaint to Buddy Shannon from Tree Top Nursery.
