MINUTES

Brown moved to approve the minutes of the November 24, 2009 meeting; Johnson seconded; passed unanimously.

CLAIMS

Brown moved to approve the Claims as of December 22, 2009; Wagle seconded; passed unanimously. Claims for December totaled $108,351.71.

TREASURER'S REPORT-Norman Farha

  1. Farha reported that revenues for November totaled $31,974 and expenditures totaled $66,095 resulting in a loss for the month of $34,121 but gain year to date of $368,973. Unencumbered cash and investments totaled $1,226,972 for 2009 as compared to $891,784 for 2008.
  2. Brown made a motion to transfer $172,725.18 from the General Fund to the Special CIP Fund; Johnson seconded; passed unanimously.
  3. The Mayor asked the Council to consider establishing a Special Self-Insurance Fund to cover uninsured claims. The auditor will be consulted.

CLERK'S REPORT-Kay Brada/Barbara Kratzer, Asst.

  1. Kratzer asked the Council to consider changing the date of the January meeting from the 26th to the 19th
  2. at the request of the Mayor who will be out-of-town. Council agreed and signed the request form.
  3. Kratzer reported that Bogle had sent an email stating that the draft Immunization Ordinance would be ready for the January meeting.
  4. Kratzer reported that she had forwarded to Jerry Bogle the information concerning the insurance claim relating to the damages in the park.

MAYOR'S REPORT-Thom Rosenberg

  1. Mayor read a resignation letter from Councilmember, Jennifer Wagle, and thanked her for her service to the community.
  2. Mayor announced that Britt Brown would assume the duties of Council President.
  3. Mayor extended Holiday Wishes to Council and Staff.

POLICE CHIEF'S REPORT-Danny Bardezbain

  1. Chief asked if there were any questions concerning his monthly report.
  2. Chief reported that he hoped to place the order for the new patrol car by December 24.
  3. Chief spoke briefly about the recent burglaries in the City.
  4. Chief reported the alarm system has been installed at City Hall and is working.
  5. Chief reported that he is working with Sedgwick County on a prisoner billing issue.
  6. Chief reported that the department will be on special alert during the Scott Roeder trial because the District Attorney lives within the community. Council asked that residents in the vicinity be notified.
  7. Chief reported that he had met with a representative from Cintas concerning First Aid Supplies, CPR & First Aide Classes, and the possibility of leasing two AED machines. Chief asked Council to approve the leasing of the two AED machines. Brown moved to approve the Chief's request; Wagle seconded; passed unanimously.
  8. Chief asked the Council to consider scheduling a workshop in January to discuss issues within the Police Department.

CITY HALL MAINTENANCE; BEAUTIFICATION COMMITTEE LIAISON; COMMUNITY AFFAIRS COMMITTEE LAISON AND MUNICIPAL COURT LIAISON COMMISSIONER'S REPORT-Jennifer Wagle

Wagle reported that the two outstanding issues relating to City Hall are new heating/air system and new carpeting.

UTILITIES; STREET MAINTENANCE; FIRE PROTECTION COMMISSIONER'S REPORT-John Johnson

  1. Johnson reported that Larry Henry, MKEC, has almost completed a study on the comparison of solutions to the westside street problem.
  2. Johnson reported that Larry Henry is preparing a proposal to go out to contractors for them to use in submitting bids to the City for an annual contract for routine street repairs. Johnson gave Henry permission to implement the program.

NEW BUSINESS

  1. Mayor announced that Eastborough will host the Sedgwick County Association of Cities (SCAC) monthly meeting on Saturday, February 13, 2010 at City hall. A notice will go out to Council members.
  2. Mayor asked for Council approval of a Mitigation Resolution giving formal compliance with Sedgwick County for Eastborough to receive funds in case of a disaster. Johnson moved to approve the Resolution contingent on the City Attorney's approval; Brown seconded; passed unanimously.

Council went into Executive Session for 10 minutes to discuss candidates to replace Jennifer Wagle on the Council.
