OATH

Kay Brada administered the Oath of Office to Bob Fleeman, the newly appointed Councilmember.

MINUTES

Johnson moved to approve the amended minutes of the December 22, 2009 meeting; Brown seconded; passed unanimously. The Chief's name was updated and the executive session was added to the December minutes.

CLAIMS

Brown moved to approve the Claims as of January 16, 2009; Mastio seconded; passed unanimously. Claims for January totaled $68,356.17.

TREASURER'S REPORT-Norman Farha

Farha reported that revenues for December totaled $36,822 and expenditures totaled $94,263 resulting in a loss for the month of $58,679 but gain year to date of $310,294. Unencumbered cash and investments totaled $1,170,434 for 2009 as compared to $869,018 for 2008.

INSURANCE; BUDGET AND ACCOUNTING; MEMORIAL GIFTS COMMITTEE LIAISON; NEWSLETTER-WEBSITE COMMISSIONER'S REPORT-John Mastio

Mike Wise addressed the Council concerning the merging of Preferred Health Care Plus with Coventry Healthcare. He was available to answer questions concerning the 2010 Health Care (HMO) renewal rates.

Wise reported that there is a decrease in the premiums. Brown moved to approve the 2010 proposal; Fleeman seconded; passed unanimously.

CLERK'S REPORT-Kay Brada/Barbara Kratzer, Asst.

  1. Kratzer reported that the City had received a check for $7,051.95 from Travelers to settle the claim for the damaged patrol car.
  2. Kratzer reported that Travelers had denied the claim for the damages to the park. Bogle reported that the City would proceed with the damage claim and asked that a copy of the file be sent to him.

CITY ATTORNEY'S REPORT-Jerry Bogle

Bogle asked the Council to review the Vaccination Ordinance. Following discussion Mastio moved to approve the Ordinance; Fleeman seconded; passed unanimously.

MAYOR'S REPORT-Thom Rosenberg

  1. Rosenberg reminded the Council that Eastborough would be hosting the Sedgwick County Association of Cities meeting on Saturday, February 13th and encouraged members to attend.

POLICE CHIEF'S REPORT-Danny Bardezbain

Chief reported:

  1. Officer Cross has been released by his doctor to return to regular duty.
  2. Lt. Cox fell on the ice while checking a house and suffered a shoulder injury.
  3. Officer Lackey reported that the east entrance sign was damaged by a hit and run motorist.
  4. Lt. Cox investigated a hit and run which resulted in damages to the property at #22 Norfolk. A suspect has been charged.
  5. Huntington and Douglas are in need of restriping. He asked for Council approval. Brown moved to approve the request; Anderson seconded; passed unanimously.
  6. Fleeman commended Lt. Cox for returning two sets of golf clubs that were in his car when it was stolen recently.

FINANCE; BUDGET AND ACCOUNTING; MEMORIAL GIFTS COMMITTEE LIAISON; NEWSLETTER-WEBSITE COMMISSIONER'S REPORT- Britt Brown

Brown reported that a list of Eastborough Mayors has been added to the website.

CITY HALL MAINTENANCE; BEAUTIFICATION COMMITTEE LIAISON; COMMUNITY AFFAIRS COMMITTEE LAISON AND MUNICIPAL COURT LIAISON COMMISSIONER'S REPORT-Bob Fleeman

Fleeman reported that he would begin getting bids for replacing the heating and air system at City Hall.

UTILITIES; STREET MAINTENANCE; FIRE PROTECTION COMMISSIONER'S REPORT-John Johnson

  1. Johnson handed out copies of a report prepared by Larry Henry comparing bids for an annual contract for street repairs. Johnson made a motion to approve the South Central Sealing/Ferguson Paving bid for 2010; Anderson seconded; passed unanimously.
  2. Johnson handed out copies of a report prepared by MKEC comparing 3 options for street improvements west of Woodlawn. Johnson stated that he plans to meet with the auditor, Greg Sevier, to discuss ideas for financing the project. Council also discussed making a presentation to west side residents.

    Brown made a motion to adopt option #3; seconded by Mastio; motion denied.

PARKS AND STREET SIGNS COMMISSIONER'S REPORT-David Anderson

  1. Anderson handed out copies of bids prepared by Dondlinger & Sons Construction Co., Inc. and Utility Contractors, Inc. (UCI) to deal with the drainage ditch maintenance improvement in the channel behind #46 Stratford. Discussion followed with Johnson questioning the City's responsibility to deal with the problem. Is there any documentation that states the City owns the property? Brown made a motion to authorize funding for an ownership survey; Mastio seconded; passed unanimous.

    Council went into Executive Session at 6:55pm for 15 minutes for the annual salary reviews. Council came out of the Executive Session at 7:05pm at which time Brada asked the Council to table Police salaries until after the workshop with the Chief in February. Council decided to keep the retainers the same for the City Attorney and Judge. Brown made a motion to increase the Court Clerk's hourly pay from $14.00 to $14.75 and the Assistant Clerk's hourly pay from $18.25 to $19.25; Mastio seconded; passed unanimously.
