MINUTES

Anderson moved to approve the minutes of the January 19, 2010 meeting; Fleeman seconded; passed unanimously.

CLAIMS

Mastio moved to approve the Claims as of February 23, 2010; Fleeman seconded; passed unanimously. Claims for February totaled $112,793.27.

TREASURER'S REPORT-Norman Farha

Farha reported that revenues for January totaled $445,657 and expenditures totaled $66,758 resulting in a gain for the month and year of $378,899. Unencumbered cash and investments totaled $1,549,333 for 2010 as compared to $1,299,513 for 2009.

INSURANCE; BUDGET AND ACCOUNTING; MEMORIAL GIFTS COMMITTEE LIAISON; NEWSLETTER-WEBSITE COMMISSIONER'S REPORT-John Mastio

Mastio asked that copies of the dental coverage proposals be sent to him for review.

CLERK'S REPORT-Kay Brada/Barbara Kratzer, Asst.

  1. Kratzer reported that John Johnson had called to say he would be out of town for the meeting, but wanted to report that he and Larry Henry had met with Greg Sevier to discuss options for funding the street project on the west side of Woodlawn.
  2. Kratzer reported that the $250,000 CD with Kanza bank will mature on February 28, 2010. The money will be reinvested.
  3. Kratzer reported that she had received a letter from Traveler's insurance indicating they are now trying to recover the deductable with the claim involving the injured police officer.
  4. Brada gave an update on the progress of recovering court fines through the Setoff Program.

CITY ATTORNEY'S REPORT-Jerry Bogle

  1. Bogle reported that he is preparing to file a claim with the insurance company to recover damages to the park. There are two bids that still need to be submitted.
  2. Bogle reported that he had spoken with an attorney from the City of Wichita concerning the boundary issues at the park. So far there is nothing to report.

MAYOR'S REPORT-Thom Rosenberg

  1. Mayor reported that the SCAC (Sedgwick County Association of Cities) hosted by Eastborough on February 13th went well. Mayor expressed his feelings that Eastborough could benefit by attending these meetings and suggested council members rotate attending. John Mastio was asked to attend the March meeting in Derby.
  2. Mayor reported to the Council that Eastborough may be asked to make a monetary contribution to help sponsor the AIR FESTIVAL at McConnell Air Base. The thunderbirds will be on display.

POLICE CHIEF'S REPORT-Danny Bardezbain

  1. Chief asked if there were any questions concerning his monthly report.
  2. Chief handed out a summary of the Special Council Workshop held on February 16th.
  3. Chief handed out a copy of a proposed update to the Salary Range for Council review.
  4. Chief asked the Council to consider increasing the uniform allowance from $400 a year to $500.
  5. Chief reported that Sedgwick County had received the new digital radios and will distribute them after they have been programmed.
  6. Chief reported that Cox Communications had submitted a bid for phone, internet and TV Service. Currently AT&T is our service provider. They will be contacted to submit a bid for comparison.

CITY HALL MAINTENANCE; BEAUTIFICATION COMMITTEE LIAISON; COMMUNITY AFFAIRS COMMITTEE LAISON AND MUNICIPAL COURT LIAISON COMMISSIONER'S REPORT-Bob Fleeman

  1. Fleeman reported that he would be obtaining 3 bids to replace the heating and air conditioning system at City Hall.

UTILITIES; STREET MAINTENANCE; FIRE PROTECTION COMMISSIONER'S REPORT-John Johnson

PARKS AND STREET SIGNS COMMISSIONER'S REPORT-David Anderson

  1. Anderson handed our copies of two bids to repair the erosion problem behind #46 Stratford for Council review. The survey to determine ownership of the area is complete and Eastborough is the responsible party. Larry Henry will be asked to attend the March meeting and answer questions.
  2. Anderson reported that he had met with Buddy Shannon, Tree Top Nursery, to discuss the 2010 contract. They both agreed that the ducks and geese are causing damage to the area around the pond as well as the pond. The over abundance of wildlife is caused by people feeding the ducks/geese. Anderson stated that he plans to add more signs to the pond area requesting people not to feed the wildlife.

PUBLIC RELATIONS-Mayor Rosenberg

  1. Rosenberg announced that a Special Meeting would be held in March to discuss salaries and employee benefits.

Bob Fleeman left the meeting at 6:10pm leaving the Council without a quorum.
