MINUTES

Mastio moved to approve the amended minutes of the April 27, 2010 meeting; Anderson seconded; passed unanimously. Corrections include: (1) Page 2-under John Johnson's report the estimated construction time should read 120 days not 21 days; (2) Page 3-under John Johnson's report delete the final sentence which reads "Another option would be to be included in the 5yr Transportation Plan-2035 in which case these funds would substitute for the federal funds".

Brown moved to approve the minutes of the Special Meeting on May 4, 2010 to discuss the west side street project; Fleeman seconded; passed unanimously

CLAIMS

Brown moved to approve the Claims totaling $63,018.41as of May 25, 2010; Anderson seconded; passed unanimously. Claims for May totaled $64,926.82.

TREASURER'S REPORT-Norman Farha

Farha reported that revenues for April totaled $25,554 and expenditures totaled $75,984 resulting in a loss for the month of $50,435 and gain year to date of $224,180. Unencumbered cash and investments totaled $1,394,564 for 2010 as compared to $1,166,707 for 2009.

OUT-OF-ORDER

  1. The local chapter of the Susan G. Komen Breast Cancer Foundation sent a letter to the Council requesting permission to use the streets of Eastborough for their annual RACE FOR THE CURE in September. Johnson moved to approve the request; Fleeman seconded; passed unanimously.
  2. Christine Sondej, Wichita Area Metropolitan Planning Organization (WAMPO) addressed the Council on the organization's work in developing the long range Transportation Plans for the area.
  3. Larry Kleeman and Kim Bell asked Council if there were any additional questions concerning the Bond financing or the modified Resolution. Following discussion, Johnson asked Council to adopt Option 2A as opposed to Option 2 which would maintain the 24' streets including concrete curbs and gutters as outlined by Larry Henry and Jay Anglemyer at a cost of $880,000 and life span of 50years. Johnson moved to approve Resolution 10-02; Fleeman seconded; passed unanimously.

CITIZEN'S REQUEST

  1. Michael Ostroski, #40 Stratford, addressed the Council concerning a letter he had mailed to the City Attorney outlining his complaints against #42 and #44 Stratford. His complaint centers on a resident running a business out of their home. The City Attorney explained to Mr. Ostroski that he had not come to a determination of the issue. Discussion followed.

CITY ATTORNEY'S REPORT-Jerry Bogle

  1. Bogle reported that when the Council disbanded the Beautification Committee, Ordinance #1168 which established the Beautification Committee for the management of community forest resources was never repealed. Bogle asked Council if they wanted to repeal the ordinance and draft a new one which would include the portion not relating to the Committee. Council asked Bogle to repeal Ordinance #1168 and draft a new version.
  2. Bogle reported that that the seatbelt law has been approved and officers will be able to write citations following the adoption of the 2010 Standard Traffic Code Ordinance.
  3. Bogle reported that he had received a check from the insurance company for $11,000 to cover the damages to the park area.

POLICE CHIEF'S REPORT-Danny Bardezbain

  1. Chief asked if there were any questions concerning his monthly report.
  2. Chief expressed his reservations about acting as the Compliance Officer. Chief stated the laws pertaining to going onto personal property are different for a Police Officer and Compliance Officer.

CITY HALL MAINTENANCE; BEAUTIFICATION COMMITTEE LIAISON; COMMUNITY AFFAIRS COMMITTEE LAISON AND MUNICIPAL COURT LIAISON COMMISSIONER'S REPORT-Bob Fleeman

  1. Fleeman handed out for review copies of three bids to replace the heating and air system at City Hall. Discussion was tabled.

UTILITIES; STREET MAINTENANCE; FIRE PROTECTION COMMISSIONER'S REPORT-John Johnson

PARKS AND STREET SIGNS COMMISSIONER'S REPORT-David Anderson

Anderson reported receiving the signed contract from UCI for repairs to the creek behind #46 Stratford at a total cost of $165,800. Work should begin the first of July.
