MINUTES

Brown moved to approve the minutes of the July27, 2010 meeting; Fleeman seconded; passed unanimously.

CLAIMS

Brown moved to approve the Claims as of August 24, 2010; Mastio seconded; passed unanimously. Claims for August totaled $143,169.85.

CITIZEN REQUESTS

Christine Ostroski, #40 Stratford, presented a letter to the Council informing them that legal action will be taken against the City on September 15, 2010 if the City does not act on the issues they have brought to the Council's attention. The Mayor asked Mrs. Ostroski why an updated list of complaints had not been submitted as Council requested at the July meeting. Brown asked that it be included in the minutes that Council asked the Ostroskis at the July meeting to provide an updated list of complaints that have come up since their original list. To date, no list has been submitted to council. Mrs. Ostroski asked the Council if action would be taken if a list is submitted. Bogle reported that the Ostroski's were concerned about the hazardous materials on the property. Following the June meeting, the Police Chief inspected the property and filed a report that no such materials were found on the property. Bogle also reported that his neighbor had repainted the fence to one solid color.

TREASURER'S REPORT-Norman Farha

Kratzer reported that revenues for July totaled $36,784 and expenditures totaled $128,123 resulting in a loss for the month of $91,339 and gain year to date of $279,305. Unencumbered cash and investments totaled $1,449,689 for 2010 as compared to $970,943 for 2009.

CLERKS' REPORT-Kay Brada/Barbara Kratzer, Asst.

  1. Kratzer reported that she and Kay Brada had attended a meeting on August 18th in which Westar explained their new maintenance program for street lights. Black and McDonald has been contracted to maintain the streetlights in Wichita and surrounding communities.
  2. Kratzer reported a check in the amount of $82,900 has been sent to UCI as the first payment for the drainage project on Stratford leaving a balance of $82,900 upon completion.

CITY ATTORNEY'S REPORT-Jerry Bogle

  1. Bogle handed out copies of a proposed ordinance setting the Court Costs for the Municipal Court of the City of Eastborough, Kansas. The sum of $29.50 will be included in each citation. An additional $10 will be assessed if the citation is docketed for trial. If the defendant is found guilty of a citation during trial an additional $25 shall be assessed. Currently the state assesses $20.50 to each citation. Following discussion Brown moved to approve the Ordinance; Fleeman seconded; Brown and Fleeman voted for the ordinance and Johnson voted against.
  2. Bogle handed out copies of a draft Beautification Ordinance for council review.
  3. Bogle reported that he will work on a draft sign ordinance.

POLICE CHIEF'S REPORT-Danny Bardezbain

  1. Chief asked if there were any questions concerning his monthly report.
  2. Chief reported that someone had broken off the handle to the front door to City Hall. Brown moved to approve the installation of dead bolts to 3 of the entrance doors; Johnson seconded; passed unanimously.
  3. Chief reported that Officer Lackey has received compliments from WPD. The first incident involved his assistance in a home invasion and the second involved his help in locating the driver of a hit and run vehicle. Council asked the Chief to present a commendation award to Officer Lackey at the September meeting.
  4. Chief reported that the first NATIONAL NIGHT OUT in Eastborough was well received by those in attendance. The extreme heat and the elections had an affect on the attendance. He would recommend continuing participation in the event.
  5. Chief reported that the department has received new hand held radios under a grant, but will need to consider replacing the car radios in the near future. The cost will range from $3200 to $4000. Chief reported that he would bring to the next meeting bids to purchase or lease new units.
  6. Chief reported that he had purchased 4 LOCK OUT ASSIST KITS to be used by the department to assist locked out motorists. A waiver has been prepared and will be forwarded to the City Attorney for his approval.
  7. Chief reported that he would keep the City Attorney updated on activities along Stratford

FINANCE; BUDGET AND ACCOUNTING; MEMORIAL GIFTS COMMITTEE LIAISON; NEWSLETTER-WEBSITE COMMISSIONER'S REPORT- Britt Brown

PARKS AND STREET SIGNS COMMISSIONER'S REPORT-David Anderson

CITY HALL MAINTENANCE; BEAUTIFICATION COMMITTEE LIAISON; COMMUNITY AFFAIRS COMMITTEE LAISON AND MUNICIPAL COURT LIAISON COMMISSIONER'S REPORT-Bob Fleeman

Fleeman reported receiving 3 bids for replacing the heating and air system at City Hall ranging in cost from $14,000 to $20,000. CSI proposed keeping the current system and reworking the duck work followed by installing another complete system for $10,118. This will also require updating the electrical system. Brown moved to approve the CSI bid and Hunsecker electrical bid; Johnson seconded; approved unanimously. Council commended Fleeman for his great work.

UTILITIES; STREET MAINTENANCE; FIRE PROTECTION COMMISSIONER'S REPORT-John Johnson

  1. Johnson reported that in the preliminary drawings MKEC wants to enlarge the islands which will in turn reduce the cost of the streets.
  2. Johnson reported that Larry Henry has contacted the utility companies. There are issues that need to be addressed by Kansas Gas Service and the telephone service. Henry reports that he hopes to send the project out for bids in October and begin construction in early April.
  3. Johnson reported that many of the mailboxes will need to be moved during the project. Fleeman agreed to get bids to build stone or brick mailboxes and then offer the residents a deal if enough residents participate. This will be offered to all residents in Eastborough.
  4. Johnson reported that he is still waiting for a bid to repair the damage on High Street.
