MINUTES

Mayor announced the minutes of the February 22, 2011 minutes approved as amended.
Mayor announced the amended minutes of the March 3, 2011 Special Street Meeting were approved.

CLAIMS

Anderson moved to approve the Claims as of March 22, 2011; Brown seconded; passed unanimously. Claims for March totaled $126,596.51.

Larry Kleeman, bond underwriter, discussed with the council the conditions concerning the temporary note that will be needed for the Westside Street Project. This will be finalized for approval at the April meeting.

CITIZEN REQUESTS

Charolett Knapic, #60 Norfolk, submitted to the council an application for a Home Business Permit and asked for comments. Knapic told the council that she has one person on the property doing bookwork and scheduling projects. Her employees will be asked to carpool to cut down on parked vehicles. Most items will be stored in the garage and outside items will be stored off site. Council requested that her employees meet at the job sites; checks be mailed to employees; and plant materials be stored off site. Anderson moved to approve the permit subject to the conditions listed above; Fleeman seconded; passed unanimously.

TREASURER'S REPORT-Norman Farha

Farha reported that revenues for February totaled $56,976 and expenditures totaled $69,003 resulting in a loss for the month of $12,027 and gain year to date of $282,445. Unencumbered cash and investments for 2011 total $1,455,542 as compared to $1,457,426 for 2010.

MAYOR'S REPORT-Thom Rosenberg

  1. Mayor complimented Bob Fleeman, John Mastio, and Britt Brown for their service on the council. Elections will be held in April to fill their vacancies.

CITY ATTORNEY'S REPORT-Jerry Bogle

POLICE CHIEF'S REPORT-Danny Bardezbain

  1. Chief asked if there were questions concerning his monthly report.
  2. Chief reported that Eastborough Police assisted Wichita on a car chase that ended at #5 Huntington and a car jacking that ended at the south end of Hampton.
  3. Chief announced that John Davis, photographer, would be out to take pictures of the officers and suggested council members also have their photos taken by John for the entry wall.
  4. Chief reported that the light bar on one of the vehicles no longer workers and replacement parts hard to obtain. The cost of a new system is about $1,000 plus installation. Brown moved to approve $3,400 to purchase three units. Fleeman seconded; passed unanimously.

PARKS AND STREET SIGNS COMMISSIONER'S REPORT-David Anderson

  1. Anderson reported that the parts are in to repair the water fountain in the Park.
  2. Anderson reported that the upper pond, catch basin, at the lake needs to be cleaned out. Several contractors have been out to discuss the project. Anderson asked council to authorize up to $5,000 to complete the project; Fleeman seconded; passed unanimously.
  3. Anderson reported the decoys have been installed around the pond. The strobe lights must be working since the geese are not at the pond at night.
  4. "Unlawful to Feed the Wild Life" signs have been installed at the pond.
  5. Tim McDonnell, State Forestry Dept., toured the parks and put together a list of replacement trees and locations.
  6. Anderson asked council to approve the annual contracts for A-1Tree Service (trimming); Echo Landscaping (flowers beds); Trim All (mowing parks & islands); Ryan (tree & lawn spraying); Tree Top (irrigation, pond, lawn & beds in the new park). Brown moved to approve the contracts; Mastio seconded; passed unanimously.

UTILITIES; STREET MAINTENANCE; FIRE PROTECTION COMMISSIONER'S REPORT-John Johnson

  1. Johnson reported that he is in contact with the Manager of the Munger Station to finalize details for postal service on the west side during the construction period.
  2. South Central Sealing has begun installing a valley gutter at Norfolk and Mission to correct the standing water problem. The cost of the project is $4,700.
