2012 PRELIMINARY BUDGET

Mayor introduced Greg Sevier and turned the meeting over to him. Sevier introduced Christy Alley as his assistant and the one assigned to do the Eastborough audit.

Sevier first asked the council to consider the timeline needed to complete the budget process by August 25, 2011. The Public Hearing Notice must be published in the Wichita Eagle 10 days prior to the meeting. Council elected to combine the Public Hearing with the regular council meeting on July 26, 2011, therefore the deadline for publication is July 15, 2011. The approved budget will be sent to the Sedgwick County Clerk's office and the State of Kansas.

Sevier prepared a sheet outlining the Property Tax Levy, Rate & Valuation from 1990-2012 and reviewed with the council. He then walked the council through the process for preparing the 2012 Budget. As noted in the June minutes, additional funds would be transferred to the 2011 CIP Fund following the audit. The amount will be determined by auditor. Sevier explained that funds from the CIP Fund could not be used to reduce the debt on the Westside Street Project and that a separate Debt Service Account would need to be set up. Discussion followed as to whether or not additional funds should be transferred to the CIP Fund.

Sevier noted that as for small cities, Eastborough is in a strong financial position. Members expressed concerns that in the future more funds will be needed to address the ageing street problems. Sevier pointed out the city receives about $30,000 a year from the state/city fuel tax.

Council elected to remove the 5 mills from the CIP Fund and transfer to the Debt Service Fund making a total of 9.3 mills for that account. If funds are available council elected to transfer $100,000 from the 2010 General Fund to the CIP Fund. The mill levy for 2012 will be close to 60mills.

Sevier stated that he would adjust the budget as council requested and send the Notice of Public Hearing to the assistant city clerk for publication.
