MINUTES

Council President announced the minutes approved as printed

CLAIMS

Brown moved to approve the Claims of as of May 22, 2012 totaling $64,856.51;
Johnson seconded; passed unanimously. Claims for May totaled $92,485.16.

PUBLIC AGENDA

  1. Gretchen Bixler representing Susan B. Komen Race for the Cure Committee asked Council to approve their request to use the Eastborough streets on September 29, 2012 for the annual race. Lindsay Smith told the Council that a committee is currently studying alternate locations as a result of the increase in the number of participants, but for this year and possibly next year would like to use Eastborough. Johnson moved to approve the request; Shelton seconded; passed unanimously.
  2. Don Gragg presented to the Council a proposal from the Township to offer street sweeping services to Eastborough. Township employees will sweep all the streets in the city every three months. Brown moved to accept the Township Proposal; Owen seconded; passed unanimously. Once the Intergovernmental Agreement is signed and the contract with Nexus terminated the street sweeping will begin.

TREASURER'S REPORT-Norman Farha

Farha reported that revenues for March totaled $61,609 as compared with $54,950 for 2011 and expenditures totaled $70,688 as compared to $66,905 for 2011. 56% of the Budgeted Revenues have been collected. 13% of the Total Budget has been expended and 21% of the General Fund Budget has been expended. Unencumbered Cash and Investments as of March 31, 2012 total $1,652,603.

CLERKS' REPORT-Ann Townsend/Barbara Kratzer, Asst/Debra Gann, Asst.

  1. Reminded the Council of the upcoming Elder Abuse Awareness Day at Botanica on June 29th and the Wichita Pond Society Tour, which includes the Eastborough pond, July 7th and 8th .
  2. Passed around photos showing the overloaded dumpsters during Clean-Up Weekend. The additional pick-ups were billed to the City. Waste Connection and Eastborough are discussing changes for next year's event.
  3. Stated that a cancellation letter will be sent, via certified mail, to Nexus, street sweepers, to terminate service. The contract requires a 30-day notice.
  4. Reported problems with the heating and air system at City Hall. A service call has been requested.

MAYOR'S REPORT

CITY ATTORNEY'S REPORT-Jerry Bogle

Bogle reported that he had received a copy of Ordinance #1126 dealing with Drug and Drug Paraphenalia and asked to bring it up-to-date. Questions followed and the issue was tabled to allow more time for discussion between the Chief and City Attorney.

POLICE CHIEF'S REPORT-Chief Bardezbain

Chief:

  1. Asked if there were any questions concerning his monthly report.
  2. Reported the vehicle maintenance costs are high on car #1.
  3. Was asked the question about the drop in the number of citations written and he explained the primary reason is the department is down 2 officers on the streets.
  4. Reported that no decision has been made on a city logo. Chris Owen offered his services in helping to come up with a design.

PARKS AND STREET SIGNS COMMISSIONER'S REPORT-David Anderson

Anderson reported:

  1. New "No Smoking" signs have been placed in the park near the playground.
  2. Goose Busters still needs to relocate some of the geese.

UTILITIES; STREET MAINTENANCE; FIRE PROTECTION COMMISSIONER'S REPORT-John Johnson

Johnson reported:

  1. The islands on the west side are looking ragged and unkempt.
  2. South Central Sealing will begin repairing potholes throughout the city this week.

INSURANCE; PERSONNEL BENEFITS; ZONING & ARCHITECTURAL REVIEW; CODE ENFORCEMENT COMMISSIONER'S REPORT-Greg Shelton

Shelton:

  1. Reviewed with Council the Code Enforcement Officer's monthly report.
  2. Initiated conversation on the policies and procedures of the Municipal Court.
