MINUTES

Mayor announced the minutes approved as printed.

CLAIMS

Johnson moved to approve the Claims of as of June 26, 2012 totaling $71,053.91;
Anderson seconded; passed unanimously. Claims for June totaled $92,485.16.

PUBLIC AGENDA

  1. Becky Mann addressed the Council on her duties as Prosecutor for the City. She responded to questions about the low number of trials over the past three years and the increased number of tickets charges reduced or dismissed. Mann explained the procedure she goes through in resolving ticket issues. Mayor agreed to organize a luncheon meeting to discuss relevant issues which will include Jerry Bogle, Becky Mann and Chief Bardezbain.

TREASURER'S REPORT-Norman Farha

Farha reported that revenues for May totaled $32,964 as compared with $51,858 for 2011. Expenditures totaled $92,485 as compared to $71,265 for 2011. 62% of the Revenues have been collected to date; 21% of the Total Budget expended to date; and 35% of the General Fund Budget has been expended to date. Unencumbered cash/investments as of May 31, 2012 total $1,534,267.

MAYOR'S REPORT

Mayor reported on the annual Sedgwick County Leadership Dinner he attended with Ann Townsend and Barbara Kratzer on June 21st hosted by County Commissioners.

CITY CLERK/ASSISTANT CITY CLERKS--Ann Townsend/Barbara Kratzer, Asst/Debra Gann, Asst.

Kratzer:

  1. Reported that bids were received from Wichita Roofing and Rhoden Roofing to replace the roof/gutters/down spouts at City Hall. Discussion followed with Johnson moving to accept the Wichita Roofing Bid; Owen seconded; passed unanimously.
  2. Reported a special budget meeting to review the draft 2013 budget with Greg Sevier will be held on April 5th at noon. Once Council settles on the 2013 Budget, the Notice of Public Hearing will be sent to The Wichita Eagle for publication. The Public Hearing will be held before the regular July council meeting on July 24, 2012.

CITY ATTORNEY'S REPORT-Jerry Bogle

No report.
Owen asked Bogle to contact The Wichita Eagle again and remind them that the classified ads cannot be delivered within Eastborough.

POLICE CHIEF'S REPORT-Chief Bardezbain

FINANCE; BUDGET AND ACCOUNTING; MEMORIAL GIFTS COMMITTEE LIAISON; LONG-RANGE PLANNING COMMISSIONER'S REPORT- Britt Brown

PARKS AND STREET SIGNS COMMISSIONER'S REPORT-David Anderson

Anderson reported:

  1. Eastborough obtained the necessary permits to remove the Canadian Geese from Eastborough Park legally. Goose Busters, under the watchful eye of the Kansas Department of Wildlife and Parks, removed the geese and relocated them to a Reserve in western Kansas.
  2. New trees are appearing in the parks as part of a program to replace the trees that have been removed.

CITY HALL MAINTENANCE; NEWSLETTER-WEBSITE; COMMUNITY AFFAIRS COMMITTEE LAISON AND MUNICIPAL COURT LIAISON COMMISSIONER'S REPORT-Chris Owen

Owen reported that he would follow-up on Court statistics.
Owen was thanked for his help in developing a city logo.

PUBLIC RELATIONS

Mayor reported that he would be joining Mayor Brewer on a trip to China in October to visit Wichita's sister city. A glass duck has been ordered to present to the Mayor as a gift from the City of Eastborough.

UTILITIES; STREET MAINTENANCE; FIRE PROTECTION COMMISSIONER'S REPORT-John Johnson

Johnson reported:

  1. That he had contacted Larry Henry to discuss the condition of the Islands on the Westside. The subcontractor that reseeded the islands following the street project did a poor job. Upon further inspection the islands were filled in with sand and seeds thrown on top. Henry thought it unlikely Kansas Paving would reseed. The solution will be to remove some of the sand, mix the remaining sand with top soil, and reseed in the fall.

INSURANCE; PERSONNEL BENEFITS; ZONING & ARCHITECTURAL REVIEW; CODE ENFORCEMENT COMMISSIONER'S REPORT-Greg Shelton

Shelton:

  1. Reported that a problem has come up in administering the Sign Ordinance G10-06. While the Police Dept. can remove unauthorized signs from public property, it is the responsibility of the property owner to remove unauthorized signs on private property. Following the recent hail storm the city has been inundated with roofing signs. City ordinance only permits 3 types of signs. Permitted signs include: real estate, garage/estate and political. Following discussion council decided to send a notice to all residents explaining the ordinance and asking for their help in resolving this problem.
