MINUTES

Mayor announced the minutes of the October meeting approved as printed.

CLAIMS

Brown moved to approve the Claims of as of November 27, 2012 totaling $66,257.27; Anderson seconded; passed unanimously. Claims for October totaled $84,432.24.

PUBLIC AGENDA

TREASURER'S REPORT-Norman Farha

Farha reported that revenues for October totaled $44,380 as compared with $53,264 for 2011. Expenditures totaled $67,930 as compared to $67,062 for 2011. 109% of the Revenues have been collected to date; 41% of the Total Budget expended to date; and 71% of the General Fund Budget has been expended to date. Unencumbered cash/investments as of October 31, 2012 total $1,522,469.

CITY CLERK/ASSISTANT CITY CLERKS--Ann Townsend/Barbara Kratzer, Asst/Debra Gann, Asst.

  1. Kratzer handed out invitations to the Annual Chili Feed.
  2. Kratzer asked Council if they wished to change the date of the December meeting from the 25th to the 18th. If so the Change of Meeting Date Request Form needs to be signed. Shelton moved to approve the change; Anderson seconded; passed unanimously.
  3. Kratzer asked Council approval to release the unapproved minutes to the website as long as they are clearly marked "Not copy of record". Anderson moved to approve the early release; Shelton seconded; passed unanimously.
  4. Kratzer reported that at one time the Municipal Judge handled court funds thus included on the Position Surety Bond. He has not done so for many years, therefore has been removed from the policy. The amount for Debra Gann has been increase from $1,000 to $25,000.
  5. Kratzer reported she has received the Home Business License Certificate for Holly Root from Bogle.

CITY ATTORNEY'S REPORT-Jerry Bogle

POLICE CHIEF'S REPORT-Chief Bardezbain

  1. Reviewed his monthly report and answered questions.
  2. Chief reported that he has been in the process of reviewing the records retention guidelines and looking into storage options. Chief asked Bogle if he could prepare a court order to allow for the destruction of some documents.
  3. Chief updated the Council on the candidate from California.
  4. Chief discussed the transition period following his departure and agreed to assist the Council as needed.
    Shelton, Brown and Anderson agreed to serve on the Search Committee and agreed to meet with the Chief to discuss the process, Friday, November 30th, 1:30pm at City Hall. Council agreed to appoint Captain Cox, Interim Chief.

FINANCE; BUDGET AND ACCOUNTING; MEMORIAL GIFTS COMMITTEE LIAISON; LONG-RANGE PLANNING COMMISSIONER'S REPORT- Britt Brown

PARKS AND STREET SIGNS COMMISSIONER'S REPORT-David Anderson

Anderson reported:

  1. Anderson reported that he was having second thoughts concerning the overhead lighting for the east and west entrance signs which was included in the Decker Electric bid and included in the Agenda packet. Anderson stated that he would like to explore other options and gather more information before coming to council to ask for approval.
  2. Vickery reported that the light sockets at the west entrance signs are rusted as a result of the watering around the sign.

CITY HALL MAINTENANCE; NEWSLETTER-WEBSITE; COMMUNITY AFFAIRS COMMITTEE LAISON AND MUNICIPAL COURT LIAISON COMMISSIONER'S REPORT-Chris Owen

  1. No report.

PUBLIC RELATIONS

  1. No report.

UTILITIES; STREET MAINTENANCE; FIRE PROTECTION COMMISSIONER'S REPORT-John Johnson

Johnson reported:

  1. Johnson asked the Chief if an officer could prepare a pothole map.

INSURANCE; PERSONNEL BENEFITS; ZONING & ARCHITECTURAL REVIEW; CODE ENFORCEMENT COMMISSIONER'S REPORT-Greg Shelton

  1. Shelton asked Council to approve the Willis Insurance Proposal (11-01-12 to 11-01-13). Travelers--Lines of Business include: Property ($4,694); Liability (13,530; and Auto ($2,895). The total cost is $21,119 for 2013 as compared to $19,002 for 2012. Shelton moved to approve; Anderson seconded; passed unanimously.
  2. Shelton asked Council to consider recertifying the three Home Business Licenses (Rick and Katie Lynn; Mark and Erin Fulghum; Charolett Knapic, Echo Landscaping) that were approved prior to the passage of the Charter Ordinance SP12-01. Following discussion Shelton moved to recertify the three Licenses effective November 27, 2012; Anderson seconded; passed unanimously.
  3. Council discussed sending out letters, including copies of SP12-01, to several other residents. Shelton proposed holding off on any further action until Council can develop a process to follow when initiating new business applications.
  4. Anderson reported on his meeting with a group of residents. One of the issues to come out of the meeting was that residents want more information on what Council is doing. Also residents want to receive advance notice when a business application request comes before Council and allow a 60 day waiting period before Council takes action in order for residents to express their opinions.
  5. Vickery, Code Enforcement Officer, reported he will be contacting the residents at #6 Park to remove the cement in and driveway.

Johnson commended Chief Bardezbain on his professionalism and the good works he has accomplished during his time at Eastborough. Johnson remarked that he has brought the police department into the 21st Century. Council expressed their best wishes as he moves on to a new position.
