MINUTES

The November minutes were amended to include Chris Owen on the Search Committee. Mayor announced the amended minutes of the November meeting approved as printed.

CLAIMS

Anderson moved to approve the Claims of as of December18, 2012 totaling $33.776.34; Shelton seconded; passed unanimously. Claims for December totaled $75,793.99.

MAYOR'S REPORT

Mayor reported that he had spoken with Bob Layton, Wichita City Manager, about the water issue and was told that a response from the City would be coming.

PUBLIC AGENDA

Steve Wisdom, #18 Peach Tree, asked the Council for help in resolving the problems on Peach Tree. The streets are covered with mud and the vacant lot at #13 Peach Tree is a mess as a result of the heavy equipment, used in the replacement of the water lines, parking on the lot. Specifically he asked that the streets be kept clean. Steve was told that Council members have met with the project supervisor and his concerns were addressed. Nowak Construction agreed to clean the streets and fence/screen the vacant lot. The employees have also been directed to park along the park.

TREASURER'S REPORT-Norman Farha

Farha reported that revenues for November totaled $31,793 as compared with $36,307 for 2011. Expenditures totaled $84,432 as compared to $95,120 for 2011. 112% of the Revenues have been collected to date; 45% of the Total Budget expended to date; and 77% of the General Fund Budget has been expended to date. Unencumbered cash/investments as of November 30, 2012 total $1,470,162.
The 2012 Audit report has been completed and copies distributed for review.

CITY ATTORNEY'S REPORT-Jerry Bogle

Bogle updated Council on the issue at #5900 E. Douglas. Bogle contacted the Secretary of State's office and found that the original corporation has been transferred and now falls under another corporation. This corporation is in the business of housing people with reduced capabilities. A citation will be issued and the parties involved will be required to appear in court.

INTERIM POLICE CHIEF'S REPORT-Chief Bardezbain

  1. Reviewed his monthly report and answered questions.
  2. Reported Amanda Wulf resigned her part time status. Her current employer would not approve her request.
  3. David Villanueva's first day on the job will be January 22, 2013.
  4. Officer Razeeq has been registered for the reciprocity class.
  5. Two Topeka Police Officers were recently killed in the line of duty and I plan to attend the funerals on behalf of the department and the City of Eastborough.
  6. Reported that he is in the process of researching a new patrol car for the city. The choice will be between the Ford, Dodge Charger, and Chevrolet Tahoe.

FINANCE; BUDGET AND ACCOUNTING; MEMORIAL GIFTS COMMITTEE LIAISON; LONG-RANGE PLANNING COMMISSIONER'S REPORT- Britt Brown

PARKS AND STREET SIGNS COMMISSIONER'S REPORT-David Anderson

  1. Anderson reported he has contracted with Rhino to come and power wash the goose waste from the sidewalks and ledges around the water. The City paid Rhino $950 for two visits.
  2. Anderson reported talking with Patricia Adams, Holaphane, about installing adaptors in order to replace the current park lighting with led lights.
  3. Anderson reported he is having lunch with Buddy Shannon, Tree Top Nursery, to discuss the 2013 Park Proposal.

CITY HALL MAINTENANCE; NEWSLETTER-WEBSITE; COMMUNITY AFFAIRS COMMITTEE LAISON AND MUNICIPAL COURT LIAISON COMMISSIONER'S REPORT-Chris Owen

  1. Owen asked Council to consider increasing the communications with the residents.

PUBLIC RELATIONS

  1. Mayor reported that a plaque, acknowledging the services of Chief Danny, is in the process of being prepared. A presentation will be made at a council meeting.

UTILITIES; STREET MAINTENANCE; FIRE PROTECTION COMMISSIONER'S REPORT-John Johnson

INSURANCE; PERSONNEL BENEFITS; ZONING & ARCHITECTURAL REVIEW; CODE ENFORCEMENT COMMISSIONER'S REPORT-Greg Shelton

    Shelton reviewed the Code Enforcement Officer's handout and asked for discussion.
  1. Shelton reviewed the process of the Search Committee and reported December 31st the deadline for submitting applications.
  2. Shelton asked Council to read and give some thought to a handout about Business Licensing and how to move forward so that a "process" is in place to address concerns, allow for some flexibility as we recognize that there is extreme difficulty in defining a "business" and drafting an ordinance.

Members were reminded that noon, January 22, 2013 is the deadline for filing for the Mayor and Council positions in the upcoming election. General election will be held on April 2, 2013.
