2014 BUDGET

The Public Hearing was called to order. Mayor Anderson explained to those in attendance that the proposed budget includes a 2.5 mill increase. The funds will be earmarked for street improvements. Greg Sevier, Peterson, Peterson & Goss, was available to answer questions.

Wallace moved to approve the 2014 Budget as presented; Moore seconded; passed unanimously. The Public Hearing concluded and the regular session was called to order.

PUBLIC AGENDA

  1. Russell Grant, #53 Norfolk, asked the City to address the problems in the drainage easement next to his property. He referred to Ordinance #420 which addresses the vacation of Park Ave. (street running along the east property line of #53 Norfolk). Damages in question include the retaining wall as well as lateral supports. Grant also requested better maintenance of the drainage area. In his opinion this has become an attractive nuisance. The Grants were assured by the Council that this problem will be addressed. The Mayor mentioned that the pet waste system across from their home has been removed and will be installed at a different location.
  2. Erin Fulghum, Community Affairs Chairman, introduced herself to the new Councilmembers and reviewed the 2013 Social Event Committee's Budget. She summarized the 4th of July Event and mentioned several additions she plans to add for next year. Council expressed appreciation for the work she is doing.

CLAIMS

Owen moved to approve the Claims of as of July 23, 2013 totaling $156,619.26; Moore seconded; passed unanimously. Major expenditures totaling $116,840.52 include: City of Wichita (Second Installment Fire Service) $65,854.00; KDOT (Principal payment Street Loans) $45,138.02; Travelers Ins. (Quarterly payment Insurance package) $5,848.50. Claims for July totaled $192,583.10.

POLICE CHIEF'S REPORT-Matthew Cox

Chief:

  1. Introduced David Halverson as a new Police Officer. David joins Eastborough after working 19 years for the City of Wichita.
  2. Reviewed the monthly report and answered questions.
  3. Reported the department will prepare a pothole map for South Central Sealing as well as a streetlight out map for Westar.

TREASURER'S REPORT-Norman Farha

Farha reported that revenues for June totaled $307,669 compared with $289,957 for 2012. Expenditures totaled $249,578 as compared to $218,971 for 2012. Year-to-Date Revenues exceed Expenditures by $445,758 as compared $370,012. Unencumbered cash and investments as of 9/30/13 total $1,877,897.

WEBSITE MANAGEMENT; STREET MAINTENANCE; UTILITIES; FIRE PROTECTION COMMISSIONER'S REPORT-

  1. Owen reported that Larry Henry and someone from South-Central Sealing will be evaluating the potholes listed on a map provided by the Police.
  2. Owen reported that he is waiting for summary by MKEC of the preliminary work to resolve the drainage issue along Mission.

MAYOR; POLICE, LEGAL AND MUNICIPAL COURT LIAISON'S REPORT-David Anderson

Anderson (In Anderson's absence, Shelton reported)

  1. Reported that he had spoken with Peggy Johnson concerning the future use of the Eastborough streets for the "RACE FOR THE CURE". Discussion followed concerning whether or not the race should be held in Eastborough. The majority concluded that this is a worthwhile endeavor and good public relations for Eastborough.
  2. Reported that he had spoken with George Bruce, friend of Jay Swanson, about the tree for the triangle park. Bruce supports the project and will be collecting contributions from Jay's friends to help cover the expenses.
  3. Reminded staff that photos will be taken.
  4. Updated Council on Norwak's clean-up work. The staging area at #13 Peachtree has been leveled and seeded. Street sweepers have been on Peachtree cleaning up the mess.

CITY CLERK/ASSISTANT CITY CLERKS--Ann Townsend/Barbara Kratzer, Asst/Debra Gann, Asst.

  1. Gann reported that the set-up process for the new officers is complete.
  2. Gann reported that the principle payment of $79,483.75 for the General Obligation Bond will be made next month.
  3. Photos of the July 4th event are now on the website. Erin did a great job.
  4. Gann reported that the updates to the website are nearly complete

FINANCE; BUDGET AND ACCOUNTING; MEMORIAL GIFTS COMMITTEE LIAISON; ZONING, ARCHITECTURAL REVIEW COMMISSIONER'S REPORT- Stacy Moore

  1. Moore reported on the meeting to discuss the Zoning Amendment at Towne East. There seemed to be an atmosphere of mutual respect between the residents of the area and Towne East representatives. The biggest concern from Eastborough was in the numbers of people and the noise level at events. They also requested notification of upcoming events. The next meeting will be on August 25th to discuss the permitting process.

COUNCIL PRESIDENT; PARKS; TRASH SERVICE AND LONG RANGE PLANNING COMMISSIONER'S REPORT- Greg Shelton

NEWSLETTER; CITY HALL MAINTENANCE; INSURANCE & PERSONNEL BENEFITS; COMMUNITY AFFAIRS COMMISSIONER'S REPORT-Cathy Tilma

  1. Tilma handed out copies of the August Newsletter for review. She asked for updates from the Council and Staff in order to combine the information for a September distribution.
  2. Tilma reported that since assuming the responsibilities of website maintenance she will be reviewing the content and making updates where needed. She will work with Gann and Kratzer to recommend changes to the format and develop new areas of information. Ideas include a monthly bulletin; a new resident information section and a section for fun facts about Eastborough. A section titled "Have You Noticed" could include the newly installed Pet Waste Reported that Tilma, Gann, and Kratzer have agreed to review the website content and make updates. CODE ENFORCEMENT: ORDINANCE MANAGEMENT: BUSINESS LICENSES COMMISSIONER'S REPORT-Danny Wallace

  1. Reported that several trees and large tree limbs fell into the street during the last storm. Wade was asked to remove and haul off the debris. Five property owners were billed. Discussion followed centering on whether or not the residents should have been billed. Council concluded that this was a city expense and property owners received refunds.
  2. Asked Council to review the Code Enforcement Officer's monthly report and comment.
