MINUTES

The November minutes were approved as printed.

CLAIMS

Shelton moved to approve the Claims of as of December 17, 2013 totaling $39,179.11; Moore seconded; passed unanimously. Claims for December totaled $74,989.

TREASURER'S REPORT-Norman Farha

Farha reported that revenues for November totaled $107,172 as compared with $31,794 for 2012. Expenditures totaled $101,024 as compared to $84,431 for 2012. Year-to-Date Revenues exceed Expenditures by $182,226 as compared to $128,920 for 2012. Unencumbered cash and investments as of 11/30/2013 total $1,587,147.

OUT OF ORDER

  1. Larry Henry, MKEC, reported the City has had an annual contract with South/Central Sealing for 4 years to do minor street projects and repair potholes. The time has come to put this contract out for bid. Henry asked if there were any questions or comments. Once bids are returned Council will select the contractor and are not bound to select the lowest bidder.
  2. Zach Edwardson, WAMPO, presented information on MOVE 2040, the group's next long range transportation plan and asked Council to complete a quick survey which will be used to identify where transportation money should be spent. The Wichita Area Metropolitan Planning Organization (WAMPO) serves 21 cities and all or part of 3 counties in south central Kansas.

STREET MAINTENANCE; UTILITIES; FIRE PROTECTION COMMISSIONER'S REPORT-Chris Owen

COUNCIL PRESIDENT; PARKS; TRASH SERVICE AND LONG RANGE PLANNING COMMISSIONER'S REPORT- Greg Shelton

Shelton reported:

  1. Larry Henry recommended the following for the drainage area between #53 and #54 Norfolk: stabilize the area at the south end with riprap; continue to keep the area mowed; plant groundcover in areas along the east side. Residents on either side will be notified of the city's resolution. Improvements will run approximately $2,500.
  2. The annual Tree Top contract was approved with no increases from 2013.
  3. During the winter Tree Top will make improvements around the pond and overseed areas in the park. Total cost about $6,000.
  4. Plans to reduce the geese population are still pending.
  5. Exploring lighting options in the parks and entrance areas. The current ones are high maintenance as well as costly.
  6. Meeting with Wade and Charolett is scheduled for January 9th to discuss plans and projects for the parks and common areas in 2014.
  7. There has been no resolution to the leaning flagpole at City Hall.

Tilma reported:

  1. Meeting with Ink Construction to get a bid to bring the public bathroom at City Hall into ADA compliance.
  2. Once again compliment were given to Tilma for resolving the heating and air problems at City Hall.

FINANCE; BUDGET AND ACCOUNTING; MEMORIAL GIFTS COMMITTEE; ZONING, ARCHITECTURAL REVIEW; CO-ORDINANCE MANAGEMENT COMMISSIONER'S REPORT- Stacy Moore

Moore reported:

  1. Continuing to review current insurance coverage.
  2. Exploring ways to resolve the many zoning violations.

CITY ATTORNEY'S REPORT-Jerry Bogle

Bogle reported:

  1. A letter was sent to #11 St. James requesting the following: (a) property survey; (b) variance request. To date have received no response.
  2. An Officer has been placed on paid leave pending a January court date.

POLICE CHIEF'S REPORT-Matthew Cox

  1. Reviewed and answered questions concerning the monthly report.

MAYOR; POLICE, LEGAL AND MUNICIPAL COURT LIAISON'S REPORT-David Anderson

Anderson reported:

  1. Asked if there were questions concerning the annual audit report. A copy will be added to the website.
  2. Asked the Compliance Officer if residents with inoperable cars on their property have been notified of code violations.
  3. Reminded Council that 2 resident complaints will go before the judge on December 18th .
  4. The Swanson family has been notified that a cedar tree was planted in the Triangle Park in memory of Jay.
  5. All parties interested in a DUI Ordinance were allowed to express their opinions at the DUI Workshop held earlier in the month. Chief Cox expressed to the council that after all the discussion he agreed with the prosecutor that it would be best to leave the program as is.
