MINUTES

The November council minutes were approved as printed.
The October council minutes were amended to reflect council going into Executive Session to discuss police officer compensation and action taken once out of the session.

CLAIMS

Wallace moved to approve the Claims (Ord. App14-12) as of December 16, 2014 totaling $59,073.29; Shelton seconded; passed unanimously. Claims for December total $94,030.75. Major expenditures for December include: $4850 for Kellogg Boundary Survey; $7450 to Peterson, Peterson & Goss for the annual Budget/Audit; $2370 to Ryker Arms for 4 patrol rifles and ammunition.

TREASURER'S REPORT-Norman Farha

Farha reported that revenues for November totaled $31,212 as compared with $32,173 for 2013. Expenditures totaled $121,636 as compared to $100,701 for 2013. Year-to-Date Revenues for 2014 exceed Expenditures by $165,595 as compared to $80,331 for 2013. Unencumbered cash and investments as of 11/30/2014 total $1,543,464.

PUBLIC AGENDA

  1. Erin Fulghum, Community Affairs Chairman, reviewed the 2014 Budget Report. Expenses for the 4th of July event were under budget thanks to a resident's generous donation of Freddy's frozen custard for the event. Fulghum thanked Officer Dorritie for his assistance in organizing the Fall Festival and reported the event was well attended. Fulghum agreed to continue to serve as chairman and reported the 2015 Budget will be submitted later.

POLICE CHIEF'S REPORT

Chief Cox:

  1. Reviewed the monthly report with Council and answered questions.
  2. Reported that he still has only one bid for a new vehicle.
  3. Reported that citations are starting to go up now that 5 officers are on the streets.
  4. Reported that 4 new rifles have been purchased for the department as well as riot helmet for each officer.
  5. Reported the Regional Manager of Target stopped by City Hall to express Target's appreciation for the assistance they have received from our officers.

CODE ENFORCEMENT: ORDINANCE MANAGEMENT: BUSINESS LICENSES COMMISSIONER'S REPORT-Danny Wallace

  1. Reported a dead tree, across from his house, needs to be removed and asked the Code Enforcement officer to follow up.
  2. Stated he still needs more time before reporting on the communication needs for City Hall (phone, cable, and wireless).

Vickery, Code Enforcement Officer

  1. Two certified letters were sent to residents with code violations.
  2. Door hangers were left and follow-up phone calls were made to three properties with code violations.

FINANCE; BUDGET AND ACCOUNTING; MEMORIAL GIFTS COMMITTEE; ZONING, ARCHITECTURAL REVIEW; CO-ORDINANCE MANAGEMENT COMMISSIONER'S REPORT- Stacy Moore

COUNCIL PRESIDENT; PARKS; TRASH SERVICE AND LONG RANGE PLANNING COMMISSIONER'S REPORT- Greg Shelton

Shelton reported:

  1. Waste Connection recently sent out a letter to residents concerning the rate increase for trash and recycle service. Residents will pay .25cents a month more for trash and .08cents for recycling.
  2. Tree Top will be lowering the pond in January to make the necessary erosion repairs. Cleaning out the upper pond is also an option at that time.

STREET MAINTENANCE; UTILITIES; FIRE PROTECTION COMMISSIONER'S REPORT-Chris Owen

NEWSLETTER; CITY HALL MAINTENANCE; INSURANCE & PERSONNEL BENEFITS; COMMUNITY AFFAIRS COMMISSIONER'S REPORT-Cathy Tilma

  1. A new door into the Chief's office has been ordered and should be delivered and installed in approximately three weeks.

CITY ATTORNEY'S REPORT-Jerry Bogle

Bogle:

  1. Several meetings ago someone, living on the west side of Woodlawn, mentioned that on their tax statement their property was listed under Wichita Township and not Minneha Township. Bogle contacted Dave Crockett, Township attorney, and verified the information. Shelton made a motion to authorize the City Attorney to approach the Sedgwick County Commission to incorporate those properties on the west side of Eastborough into Minneha Township.
  2. Bogle asked Larry Henry, MKEC, to review and verify the legal description of Willowbrook to be vacated.
  3. Bogle asked the Mayor to sign the corrected deeds which will go to the residents along the park.

CITY CLERK/ASSISTANT CITY CLERKS--Debra Gann & Barbara Kratzer

  1. Council members received copies of the 2013 Audit Report for their review. Gann reported that the yearend totals match the ones she submitted.
  2. Elections will be held in April to fill three vacancies on the Council. The positions are currently held by Chris Owen, Greg Shelton, and Stacy Moore. Residents will receive information about filing after the first of the year.

MAYOR; POLICE, LEGAL AND MUNICIPAL COURT LIAISON'S REPORT-David Anderson

Mayor Reported:

  1. Receiving a letter from Arts Partners concerning the Memorial Contribution on behalf of Katie Lynn. Katie was a longtime resident of Eastborough and served on the Eastborough City Council.
  2. Talking with Mike Wise concerning the Insurance Consulting and Service Agreement as well as a Health Reimbursement Agreement. More information will be provided at the January 2015 meeting.
