SWEARING IN CEREMONY:

City Clerk administered the Oath of Office to Greg Shelton, Council Member. New Council Members, Jerry Cohlmia and Stacy Moore were sworn in at different times.

MINUTES

The March 24th Council minutes were approved as printed.

CLAIMS

Wallace moved to approve the Claims (Ord. App15-04) as of April 30, 2015 totaling $101,943.77; Shelton seconded; passed unanimously. Claims for April total $101,980.26.

TREASURER'S REPORT

Gann reported that revenues for March totaled $50,468 as compared with $79,852 for 2014. Expenditures totaled $65,797 as compared to $58,380 for 2014. Year-to-Date Revenues for 2015 exceed Expenditures by $324,156 as compared to $299,561 for 2014. Unencumbered cash and investments as of 3-31-2015 Total $1,811,101.

PUBLIC AGENDA

  1. Mike Snyder, #21 Hillcrest, requested Council approve a variance enabling him to build an 8ft. fence partially in the 40ft. setback. Following discussion Shelton moved to approve the variance on the condition that the fence would not present a sight obstruction and that adjacent neighbors had been notified and issues resolved; Wallace seconded; passed unanimously.
  2. Steve and Cathy Smith, #35 Hampton, requested approval of an 8ft. fence running along their rear property line on Woodlawn. Council was advised that no Fence Permit information was submitted to Larry Reynolds for review. Following discussion Shelton moved to approve the 8ft. fence provided the Smiths submit information on the fence and pay the $200 fee; Tilma seconded; passed unanimously.
  3. Smith also requested information on his south property line along Hampton when the street was vacated. Information will be provided.

OUT-OF-ORDER

  1. Steve Frank, MKEC, reviewed the revised contract from South Central Sealing and Paving, modified April 20, 2015 and answered questions. Shelton moved to approve the revised contract as printed; Wallace seconded; passed unanimously.
  2. Frank stated that MKEC has developed a 5-year Street Maintenance Plan for Eastborough. As a result of the revised SCS contract MKEC was able to include years 1 and 2 in the proposed 2015 Year 1 Maintenance Project. The Plan included 2 options plus an additional alternate for review. Following discussion Wallace moved to approve Option 1 plus Add Alternate at a cost of $111,504.47; Tilma seconded; passed unanimously. Work will be completed over the summer months.
  3. Frank presented information concerning the City of Wichita's work on City of Eastborough portion along Woodlawn. No action taken.
  4. Mayor reported that he had presented to Chris Owen, outgoing council member, a plaque acknowledging his service to the City.

POLICE CHIEF'S REPORT

Chief Cox:

  1. Reviewed the monthly reports with Council and answered questions.

CODE ENFORCEMENT: ORDINANCE MANAGEMENT: BUSINESS LICENSES COMMISSIONER'S REPORT-Danny Wallace

Wallace

  1. Stated he would like to discuss clarifying the Code Enforcement process at the May meeting.
  2. Plans to present a bid for computer updates at the May meeting.

  1. The boat has been removed from the property.
  2. The issue with dead trees is resolved.
  3. The complaints concerning the condition of the property at #15 Colonial Court are ongoing.

FINANCE; BUDGET AND ACCOUNTING; MEMORIAL GIFTS COMMITTEE; ZONING, ARCHITECTURAL REVIEW; CO-ORDINANCE MANAGEMENT COMMISSIONER'S REPORT- Stacy Moore

  1. In Moore's absence, the Mayor asked Council to consider approving Ordinance G15-01-providing for the Health, safety and general welfare of the citizens of Eastborough through the regulation of non-storm water discharges to the storm drainage system. Wallace moved to approve the ordinance as printed; Tilma seconded; passed unanimously.

COUNCIL PRESIDENT; PARKS; TRASH SERVICE AND LONG RANGE PLANNING COMMISSIONER'S REPORT- Greg Shelton

Shelton reported:

  1. The benches in the north park have been repainted and thanks goes to Rick Lynn, #42 Stratford.
  2. A new company has been hired to spray the weeds in the parks and common areas. The previous company applied granular products twice, but they never activated due to the lack of rain.
  3. The geese have returned to the park.
  4. Westar has agreed to turn down the lumens in the led bulbs.

  1. Reminded Council of the City Clean-up on Saturday, May 16th.
  2. A Memorial Contribution was sent in Memory of Jim Devlin, former resident Police Chief and son of former Council member, Shawn Devlin. A second Memorial Contribution was sent in memory of Marjorie Cox, wife of retired Eastborough Police Officer, Lee Cox and Aunt to Chief Matt Cox.
