MINUTES

The September Council minutes, dated September 22, 2015, were approved as printed.

CLAIMS

Shelton moved to approve the Claims (Ord. App15-11) as of November 24, 2015 totaling $42,188.38; Wallace seconded; motion passed unanimously. November claims total $79,600.17.

TREASURER'S REPORT

Farha reported that Revenues for October total $52,271 as compared with $46,129 for 2014. Expenditures total $177,108 as compared to $83,183 for 2014. 2015 Year-to-Date Revenues exceed Expenditures by $228,344 as compared to $256,018 for 2014. Unencumbered Cash and Investments as of 10/31/2015 total $1,531,624.

PUBLIC AGENDA

  1. Mike Hepperly, #12 Colonial Court, addressed the Council in regards to the domestic white ducks down at the Eastborough pond. These ducks are unable to fly and most likely unable to survive this winter. Hepperly asked for Council permission to relocate the ducks to a safer location where they will be protected from the cold weather. Council had no objections to his request.

OLD/NEW BUSINESS

  1. Mike Wise, Wise & Ass., reviewed and answered questions from Council regarding the two KS. Coventry renewal options for the 2016 Medical Plans. Following discussion Tilma moved to approve the KS Coventry Platinum Plan; Shelton seconded; 3 (Wallace, Shelton & Tilma) voted in favor; 1(Cohlmia) voted against; Motion passed.
  2. The Mayor asked Council for approval of the 2016 General Insurance Renewal Package. The policies renewed on November 1, 2015. The total renewal cost is $27,911 as compared with $28,219 for 2014 which amounts to a savings of $308. Cohlmia moved to approve the renewal package; Shelton seconded; motion passed unanimously
  3. The Mayor reported meeting with representatives from Westar to discuss the renewal of the Franchise Agreement. The current 10year agreement (Ordinance #1239) agrees to pay the City 4% of its gross cash receipts from the sale of electric energy for use within the corporate limits of the City. New agreements are for 20 years but allow for renegotiation of the rate of compensation every five years. Discussion centered on whether or not to increase the percentage to 5%. In 2014 franchise receipts totaled $31,831.12 and City expenditures to Westar totaled $34,055. 2015 January thru October receipts totaled $26,911 and during the same period expenditures to Westar totaled $28,720. Wallace moved to renew the 20year agreement at 4% and readdress the percentage rate in 5 years; Cohlmia seconded; passed unanimously. Ordinance G15-04 was signed and sent to the Sedgwick County Post for publication.
  4. #35 Hampton, Kyle and Cathy Smith: Following review of Larry Reynolds report, which included Greg Hesse's Bid:

      a) Council approved the removal of the fence from the current location and relocating the fence along the property line as shown on the Site Plan except for a jog into the property around an existing tree.
      b) Set a 60day deadline to complete the project in order to receive the $2500 from the City. This reimbursement will be paid to the contractor upon completion.
      c) Council accepted the Hesse Fence Bid and the conditions listed on the email from Greg Hesse to Kyle Smith. The existing posts and concrete will be removed; holes filled and area restored to a reasonable condition.
      d) The Smiths will be notified of Council's conditions by letter from the City Attorney.

POLICE CHIEF'S REPORT

Chief Cox:

  1. Reviewed the monthly reports with Council and answered questions.
  2. Reported that Sgt. Dorritie underwent shoulder surgery and will return to light duty as soon as possible.

CO-ORDINANCE MANAGEMENT; BUSINESS LICENSES COMMISSIONER'S REPORT-Danny Wallace

Wallace

Announced that he would like to set-up a special workshop in December to discuss the overall technology issues at City Hall. Council was asked to check their availability on either December 10th or 11th at noon. An agenda will be sent out prior to the meeting.

Vickery, Code Enforcement Officer

  1. The property at #15 Colonial Court has been cleaned up and a "For Sale" sign placed on the property.
  2. Still working with the residents at #6004 E. Douglas to get a dead tree removed.
  3. Working with several residents to get trailers removed from their properties.
  4. The City of Wichita is considering a leaf ordinance to deal with leaves in the gutters. This has a directed impact on the free flow of water into the storm sewers. Vickery encouraged Council to consider the same.

FINANCE; BUDGET AND ACCOUNTING; MEMORIAL GIFTS COMMITTEE; ZONING, ARCHITECTURAL REVIEW; CO-ORDINANCE MANAGEMENT COMMISSIONER'S REPORT- Stacy Moore

COUNCIL PRESIDENT; PARKS; TRASH SERVICE AND LONG RANGE PLANNING COMMISSIONER'S REPORT- Greg Shelton

Shelton reported:

  1. Asked Council to approve a bid of $1850 to replace 6 "Private Drive" signs on the stone pillars with "No Outlet" signs. Cohlmia moved to approve the bid, as stated above; Wallace seconded; passed unanimously.
  2. Reported noticing a Waste Connection Trash truck cutting through West Eastborough on a non-trash day. The purpose of one trash service was to reduce the heavy truck traffic through the city. Waste Connection will be contacted to deal with this issue and other minor complaints.
  3. Reported the sleigh and reindeer will be placed in front of the west Eastborough stone sign this year.

STREET MAINTENANCE; UTILITIES; FIRE PROTECTION COMMISSIONER'S REPORT-Chris Owen

  1. Reported the drainage project on south Hampton will be delayed until next spring.
  2. The 30ft. crack on Parkwood has been filled with sand and capped. The area will be reassessed at a later date.

MAYOR'S REPORT-John Johnson

  1. Mayor asked if Council wished to change the December meeting date. Members agreed to change the date to Monday, December 21st, 5:30pm at City Hall. The Change of Date Form was signed by members and posted at City Hall.
  2. Mayor asked Council to comment on the following: In light of the fact that Eastborough does not require inspections at work sites, what steps should a plumber be required to follow before reconnecting gas service to the home. Discussion followed but no action was taken.
