MINUTES

The November Council minutes, dated November 24, 2015, were approved as printed.

CLAIMS

Shelton moved to approve the Claims (Ord. App15-12) as of December 21, 2015 totaling $31,365.73; Cohlmia seconded; motion passed unanimously. December claims total $80,711.39.

TREASURER'S REPORT

Farha reported that Revenues for November total $30,970 as compared with $31,213 for 2014. Expenditures total $78,401 as compared to $121,636 for 2014. 2015 Year-to-Date Revenues exceed Expenditures by $80,913 as compared to $165,593 for 2014. Unencumbered Cash and Investments as of 11/31/2015 total $1,484,193.

POLICE CHIEF'S REPORT

Chief Cox:

  1. Reviewed the monthly reports with Council and answered questions.
  2. Reported the Department is currently working on resolving several Fraud Cases.
  3. Sgt. Dorritie warned residents of placing personal information on private online networks. These networks are not secure and can be monitored by anyone. He also encouraged residents to log onto the Eastborough Police Department Facebook.
  4. Sgt. Dorritie reported the Shred-a-Thon scheduled for December, sponsored by the IRS, was

CO-ORDINANCE MANAGEMENT; BUSINESS LICENSES COMMISSIONER'S REPORT-Danny Wallace

Wallace

Announced that he would like to set-up a special workshop in December to discuss the overall technology issues at City Hall. Council was asked to check their availability on either December 10th or 11th at noon. An agenda will be sent out prior to the meeting.

Vickery, Code Enforcement Officer

  1. Reported still working with a resident in regards to removing a trailer from the property.
  2. Reported the poor drainage issue in the curbs is a direct result of the leaves in the street. Would it be possible for Minneha Township to postpone the street sweeping , in the fall, by a month.
  3. Reported that several vacant properties along Norfolk have been cleaned up.

FINANCE; BUDGET AND ACCOUNTING; MEMORIAL GIFTS COMMITTEE; ZONING, ARCHITECTURAL REVIEW; CO-ORDINANCE MANAGEMENT COMMISSIONER'S REPORT- Stacy Moore

  1. Ordinance #G15-01 was passed-(Providing for the Health, Safety, and General Welfare of the Citizens of Eastborough through the regulation of non-storm water discharges to the storm drainage system).
  2. Reported he is in the process of preparing the application for the MS4 Permit which is a requirement to comply with the National Pollutant Discharge Elimination System permit process. Copies of the applications from the City of Wichita and McConnell Air Base were used to aid in the process.
  3. Expenses so far include: Cost of the permit ($60) and Cost of preparing a Drainage Map of the City (MKEC)($495.50).
  4. Reported the biggest risk to the City involves the monitoring of run-off and the testing of water samples.
  5. Approved Resolution 15-01-Adopting a National Flood Insurance Plan (NFIP).
  6. In the process of preparing a letter to be sent to those residents included in the current Flood Plain Map explaining the issue and available options.

COUNCIL PRESIDENT; PARKS; TRASH SERVICE AND LONG RANGE PLANNING COMMISSIONER'S REPORT- Greg Shelton

Shelton reported:

  1. Approving the 2016 Bids from Echo Landscaping ($30,000); Tree Top Nursery ($37,000) and Trim All Professional Lawn Care ($34,178).
  2. No big projects are scheduled for the parks in 2016.
  3. The playground mulch will be replaced in 2016. Mulch is replaced approximately every 4 years.
  4. One area of consideration for improvement is the ditch, through the park, north of Peachtree.

STREET MAINTENANCE; UTILITIES; FIRE PROTECTION COMMISSIONER'S REPORT-Chris Owen

NEWSLETTER; CITY HALL MAINTENANCE; INSURANCE & PERSONNEL BENEFITS; COMMUNITY AFFAIRS COMMISSIONER'S REPORT-Cathy Tilma

Cathy Tilma

  1. Reported Roto- Rooter replaced the sewer line from City Hall to the main line at a cost of $6998.75.
  2. Reported the City Hall carpet is scheduled for cleaning in December.

CITY ATTORNEY'S REPORT-Jerry Bogle

Bogle:

  1. The state has increased their court cost by 50 cents for a total amount of $21.00 per citation. The Eastborough court cost per citation is currently $54.50. In order to keep the combined total at $75 Council will need to reduce their amount by 50 cents. Shelton moved to reduce the City's amount by 50 cent; Cohlmia seconded; passed unanimously. Ordinance No.G15-05 was signed by the Mayor and sent for Publication.
  2. The Police Department has requested an Ordinance to enable them to dispose of Evidence Room property not recovered within 90 days. If not redeemed or unable to notify the owner the department, at the Chief's discretion, may sell, donate or give away these items.

CITY CLERK/ASSISTANT CITY CLERKS--Debra Gann & Barbara Kratzer

Kratzer reported:
Gann responded to a question from Council in regards to the KDOT Loan Payments. Interest payments are due after the first of the year and Principal payments are due later in the year.

No further business to discuss, Shelton moved to adjourn the meeting; Moore seconded; motion passed unanimously.
