MINUTES

The December Council minutes, dated December 21, 2015, were approved as printed.

CLAIMS

Shelton moved to approve the Claims (Ord. App16-01) as of January 26, 2015 totaling $88,855.25; Cohlmia seconded; motion passed unanimously. January claims total $88,544.89.

TREASURER'S REPORT

Farha reported that Revenues for December total $ 41,188 as compared with $36,329 for 2014. Expenditures total $78,052 as compared to $93,034 for 2014. 2015 Year-to-Date Revenues exceed Expenditures by $44,049 as compared to $8,890 for 2014. Unencumbered Cash and Investments as of 12/31/2015 total $1,447,329.

Council thanked Mary Miller for assisting with the Christmas decorations around the city. She has volunteered her time the past few years.

POLICE CHIEF'S REPORT

Chief Cox:

  1. Reviewed the monthly reports with Council and answered questions.
  2. Reported Sgt. Dorritie is in New Mexico for a week attending an Explosive School. All expenses are paid by the Federal Government.

CO-ORDINANCE MANAGEMENT; BUSINESS LICENSES COMMISSIONER'S REPORT-Danny Wallace

Vickery, Code Enforcement Officer

  1. Vickery reported a few contacts were made during the month but not much action was taken.

FINANCE; BUDGET AND ACCOUNTING; MEMORIAL GIFTS COMMITTEE; ZONING, ARCHITECTURAL REVIEW; CO-ORDINANCE MANAGEMENT COMMISSIONER'S REPORT- Stacy Moore

  1. Reported certified letters were sent to 9 residents regarding Flood Plain designation. The letters provided information on their designation and available options.
  2. Reported sending the Stormwater Management Annual Report to Topeka.

COUNCIL PRESIDENT; PARKS; TRASH SERVICE AND LONG RANGE PLANNING COMMISSIONER'S REPORT- Greg Shelton

Shelton reported:

  1. Parts have been ordered to repair the waterfall pumps.
  2. No Outlet signs have been ordered to replace the Private Drive signs on the stone pillars. Tony Loehr has been contracted to change out the signs.
  3. A meeting has been scheduled to discuss the drainage through the park north of Peach Tree Ln.

STREET MAINTENANCE; UTILITIES; FIRE PROTECTION COMMISSIONER'S REPORT-Chris Owen

  1. South Central Sealing will be making spot repairs to potholes. Permanent repairs will be done in the spring.

  1. OCD Cleaning Service has increased their monthly rate by $20

CITY ATTORNEY'S REPORT-Jerry Bogle

Bogle:

  1. Bogle presented Ordinance No. G16-01-Setting forth the procedure for disposition of property in the possession of the Eastborough Police Department.and asked for questions or comments. Shelton moved to approve the ordinance as presented; Cohlmia seconded; passed unanimously.

MAYOR'S REPORT-John Johnson

  1. Council discussed the Leave Policy for the Municipal Court Judge. The Mayor will explore the issue further

CITY CLERK/ASSISTANT CITY CLERKS--Debra Gann & Barbara Kratzer

Kratzer reported:

  1. Next Regular Council Meeting scheduled for February 23, 2016.
  2. Nine Building Permits were issued in 2015. Three were Fence Permits. One Building Permit has been approved in 2016.
  3. Council received updated copies of the Home Census.
  4. Police officers and office staff attended a Red Cross CPR/AED Class in January to recertify for another two years.

Council went into Executive Session at 6:30pm to discuss a personnel issue and returned to Regular Session at 6:48pm.
Results as follows:

  1. Shelton moved to approve the proposed salary increases for 2016-
      a. 5% increase - (retroactive 1-1-16) for Chief Cox; City Clerk, Debra Gann; Asst. City Clerk, Barbara Kratzer; Court Clerk, Cindy Burkemper.
      b. Chief Cox was authorized up to 5% increase for officers on their review date.
  2. Wallace seconded; passed unanimously. (Note: Tilma and Moore absent for Executive Session).
