MINUTES

The January Council minutes, dated January 26, 2016, were approved as printed.

CLAIMS

Shelton moved to approve the Claims (Ord. App16-02) as of February 29, 2016 totaling $60,860.40; Cohlmia seconded; motion passed unanimously. February claims total $60,901.84.

TREASURER'S REPORT

Gann reported that Revenues for January total $525,778 as compared with $512,839 for 2015. Expenditures total $86,928 as compared to $152,137 for 2015. 2016 Year-to-Date Revenues exceed Expenditures by $438,850 as compared to $360,702 for 2015. Unencumbered Cash and Investments as of 1/31/2016 total $1,886,179.

OLD/NEW BUSINESS

Erin Fulghum, Community Affairs Chairman, reported on the 2015 Social Event Committee's Budget and final totals. 2015 was under budget by $223.90. She then presented the 2016 Budget. Council expressed their appreciation for the work she has done. Moore moved to increase the 2016 proposed budget from $1395 to $1800; Cohlmia seconded; passed unanimously. The increase will cover the rental of an inflatable for the 4th of July Event.

STREET MAINTENANCE; UTILITIES; FIRE PROTECTION COMMISSIONER'S REPORT-Chris Owen

  1. Steve Frank, MKEC, reported he is working with South Central Sealing to schedule the projects carried over from last year (Hampton Drainage Project and Curb and Gutter repairs along Hampton). Permanent repairs to the potholes will be included with the above projects..
  2. Frank reported that Year 2 of the Street Plan calls for the mill and overlay of the streets north of Douglas, but the City of Wichita has indicated that they plan to replace the water lines north of Douglas in 2016. As an alternate plan, Frank submitted cost estimates for Douglas and Huntington. One plan calls for Micro-Surfacing with Base Repairs. Construction costs are estimated at $155,000 with a 5year life span. The other plan calls for Mill & Overlay with Base Repairs. Construction costs range from $188,000 up to $375,000 depending on the cost of asphalt. This plan has a 10year life span. Frank recommended postponing any decision for at least 30 days until he has a better feel of how the oil prices are affecting the unit cost of asphalt. Once Council approves the project it will be sent out for bids.

POLICE CHIEF'S REPORT

Chief Cox:

  1. Reviewed the monthly reports with Council and answered questions.
  2. Reported Car 3 needed work done on the air conditioning system as well as 4 new tires. This expense will be reflected on next month's report..

CO-ORDINANCE MANAGEMENT; BUSINESS LICENSES COMMISSIONER'S REPORT-Danny Wallace

  1. Wallace wanted Council to know that he is still in the process of obtaining bids for the technology updates for City Hall

Vickery, Code Enforcement Officer

  1. Vickery reviewed a handout listing those properties with code violations and the action being taken to correct the problem.

FINANCE; BUDGET AND ACCOUNTING; MEMORIAL GIFTS COMMITTEE; ZONING, ARCHITECTURAL REVIEW; CO-ORDINANCE MANAGEMENT COMMISSIONER'S REPORT- Stacy Moore

  1. Moore reviewed the 2015 Eastborough Stormwater Management Program Report which has been submitted to the State of Kansas.

COUNCIL PRESIDENT; PARKS; TRASH SERVICE AND LONG RANGE PLANNING COMMISSIONER'S REPORT- Greg Shelton

Shelton reported:

  1. The Private Drive signs on the stone pillars have been replaced with No Outlet signs.
  2. A meeting was held to discuss the possibility of rechanneling the water through the park north of Peach Tree. No recommendations came out of the meeting.
  3. Tree Top is in the process of mulching areas in City Park.
  4. The equipment in the playground area has been checked. The mulch has been raked and the area evened out in preparation for new mulch.
  5. Tree Top will be adding plantings soon.

  1. Mayor asked councilmembers to consider a Proclamation: Celebrating 48 Years of Fair Housing and proclaim the month of April as Fair Housing Month. Council approved unanimously.
