Floodplain Management Public Hearing to consider:

(1) Revisions to Floodplain Regulations in Ordinance G16-03.

Mayor Johnson asked if there were any questions or comments concerning a revision to Ord. G16-03. C. Tilma made a motion to approve Ordinance G16-07 adopting revised Floodplain Regulations for the City of Eastborough, Kansas and amending Ordinance G16-03; J. Cohlmia seconded the motion; motion approved (E. Fulghum, J. Cohlmia, and C. Tilma voted in favor 0 opposed).

The November minutes, dated November 22,2016 were approved as presented

CLAIMS

J. Cohlmia moved to approve the Claims (Ord. App16-12), as of December 20, 2016, totaling $50,892.76; E. Fulghum seconded the motion; motion passed unanimously. December claims total $108,560.67.

Special December Expenditures include: $5,200--Ernstmann Tree Care (Tree removal); $24,556.44--Graycon Building Group (City Hall remodel); $7,011.25--Travelers (Qtly Insurance Premium); $7,305.53--Tree Top Nursery & Landscape (Special plantings).

TREASURER'S REPORT

N. Farha reported that Revenues for November total $34,866 as compared with $30,971 for 2015. Expenditures total $91,420 as compared to $78,401 for 2015. 2016 Year-to-Date Revenues exceed Expenditures by $22,240 as compared to $81,147 for 2015. Unencumbered Cash and Investments as of 11/30/2016 total $1,386,072.

NEWSLETTER; CITY HALL MAINTENANCE; INSURANCE & PERSONNEL BENEFITS; COMMUNITY AFFAIRS COMMISSIONER'S REPORT-Cathy Tilma

  1. C. Tilma updated Council on the progress of the City Hall remodel. (1) Interior painting completed; (2) Replacement of carpet and tile almost complete; (3) Electrical work still in progress; (4) The Hangman is scheduled to hang all the art work and wall hangings.

PARKS; TRASH SERVICE AND LONG RANGE PLANNING COMMISSIONER'S REPORT- Greg Shelton

Shelton reported:

  1. Tree Top Nursery submitted a bid of $269-$295 to repair and replace the rocks along the pond.
  2. The following sub-contractors submitted 2017 Bids for maintenance and miscellaneous work in the parks and common areas: Trim All (no change from 2016); Echo Landscaping (no change from 2016); Tree Top Nursery & Landscaping (slight increase over 2016); TruGreen (no change from 2016); Longhofer Lawn & Tree Care (no change from 2016)
  3. Commissioner Moore expressed his concern of the buckled sidewalk thru the park north of Peachtree to Lynnwood. E. Fulghum agreed to look into the issue and report back to Council.

CODE ENFORCEMENT, CO-ORDINANCE MANAGEMENT; BUSINESS LICENSES COMMISSIONER'S REPORT-Danny Wallace

STREET MAINTENANCE; UTILITIES; FIRE PROTECTION COMMISSIONER'S REPORT

  1. South Central Sealing is working to complete the last 2 items on the list of street projects for 2016. (a) Crack-sealing on Huntington and Mission; (b) Striping on Huntington.

COUNCIL PRESIDENT; FINANCE; BUDGET AND ACCOUNTING; MEMORIAL GIFTS COMMITTEE; ZONING, ARCHITECTURAL REVIEW; CO-ORDINANCE MANAGEMENT COMMISSIONER'S REPORT- Stacy Moore

  1. S. Moore announced that he would be a hosting a "Community Stormwater Management" meeting in January. A notice will go out after the first of the year.

POLICE CHIEF'S REPORT

Chief Cox:

  1. Reviewed the monthly reports with Council and answered questions.
  2. Chief Cox reviewed with Council the agreement to contract with the City of Wichita with respect to animal shelter services. The Chief reported that he was unable to locate a copy of the previous agreement and had requested a copy from the City of Wichita. Following discussion the issue was tabled until the January meeting.

CITY ATTORNEY'S REPORT-Jerry Bogle

CITY CLERK/ASSISTANT CITY CLERKS--Debra Gann & Barbara Kratzer

  1. B. Kratzer handed out a copy of the 2017 Workers Compensation Quote for $14,139 due January 31, 2017. The Quote also included a premium comparison list from 2005 thru 2016.
  2. B. Kratzer reported the final steps in the FEMA application process will be complete once Ordinance G16-07 is approved, signed and dated. The ordinance along with the proof of publication for the public hearing will be emailed to the Division of Water Resources of the Kansas Department of Agriculture to meet the December 22, 2017 deadline. The proof of publication of the Ordinance and a copy of the approved minutes will be sent at a later date.
