MINUTES

The December minutes, dated December 20, 2016, were approved as presented

CLAIMS

J. Cohlmia moved to approve the Claims (Ord. App17-01), as of January 23, 2016, totaling $87,755.86; S. Moore seconded the motion; motion passed unanimously. January claims total $93,346.59.

Special January Expenditures include: $2,662.25--Ks. Dept. of Transportation (Interest payment on KDOT loans); $5,066.25--Ks. State Treasurer (Interest payment of Bond); $14,139-- Ks. Municipal Ins. Trust (2017 annual premium); $7,011.25--Travelers (Qtly. Insurance Premium); $4,824.60--South Central Sealing (2016 Street Project).

TREASURER'S REPORT

N. Farha reported that Revenues for December total $39,560 as compared with $41,188 for 2015. Expenditures total $107,870 as compared to $78,052 for 2015. 2016 Year-to-Date Expenditures exceed Revenues by $46,070 as compared to 2015 Revenues exceed Expenditures by $44,285. Unencumbered Cash and Investments as of 12/31/2016 total $1,317,761.

OLD/NEW BUSINESS

City of Wichita agreement for Animal Shelter services: Mayor Johnson explained that he had reviewed the agreement and found a number of issues needing resolution before moving forward with the agreement. The City Attorney agreed with the Mayor and reported that he had spoken with the legal department for the City of Wichita. He was advised that they plan to redraft the agreement and resubmit to the City of Eastborough for review. A vote on the agreement was tabled until the February meeting.

NEWSLETTER; CITY HALL MAINTENANCE; INSURANCE & PERSONNEL BENEFITS; COMMUNITY AFFAIRS COMMISSIONER'S REPORT-Cathy Tilma

  1. C. Tilma reported an electrician will be contacted to resolve the electrical problems at City Hall.

PARKS; TRASH SERVICE AND LONG RANGE PLANNING COMMISSIONER'S REPORT- Greg Shelton

Shelton reported:

  1. Tree Top Nursery has made the repairs necessary to replace the large rocks along the edge of the pond.
  2. She plans to assess the problems along the asphalt walking path between Peachtree and Lynnwood and report back to Council.
  3. EMS recently responded to an incident in the park. A lady was walking through the park and tripped over an uneven sidewalk. E. Fulghum stated that she plans to tour the walking path and identify problem areas.

CODE ENFORCEMENT, CO-ORDINANCE MANAGEMENT; BUSINESS LICENSES COMMISSIONER'S REPORT-Danny Wallace

  1. In Commissioner Wallace' absence, the Asst. Clerk reported that the IT Project is complete and the final statement ready for payment. The Support Staff and safeguards are now in place to make the system safe and secure.

STREET MAINTENANCE; UTILITIES; FIRE PROTECTION COMMISSIONER'S REPORT

  1. Steve Frank will be following up on the pothole map recently prepared by the police dept.
  2. Steve Frank is working to get more updated information from the City of Wichita concerning the 2017 waterline replacement project, north of Douglas.

COUNCIL PRESIDENT; FINANCE; BUDGET AND ACCOUNTING; MEMORIAL GIFTS COMMITTEE; ZONING, ARCHITECTURAL REVIEW; CO-ORDINANCE MANAGEMENT COMMISSIONER'S REPORT- Stacy Moore

  1. S. Moore reported the recent Community Stormwater Management meeting at City Hall met one of the requirements to comply with the MS4 Stormwater Pollution Program. Another requirement will be to begin water testing in two locations. The first location will be on Norfolk, west of Hampton, where the water comes in from Wichita. The second location will be on Stratford where the water leaves Eastborough and goes into Wichita.
  2. S. Moore reported that the December approved minutes and the proof of publication of G16-07 will be sent to the Ks. Floodplain Management office in Topeka. These are the last two items needed in the application process for approval as a member of the FEMA program for Flood Insurance.

POLICE CHIEF'S REPORT

Chief Cox:

  1. Chief reviewed his monthly report and answered questions.
  2. Chief reported the police discovered graffiti on the wall in the park and are working with Tree Top Nursery to remove it.

MAYOR'S REPORT-John Johnson

CITY ATTORNEY'S REPORT-Jerry Bogle

  1. Charter Ordinance SP16-01 "Relating to the election of officers, their terms of office, and transitions to November elections" was approved November 22, 2017; published in the Sedgwick County Post December 20th and 27th; and 61 day waiting period ends February 26th before Ordinance goes into effect.
  2. Waste Connection "Spring Clean-Up Day" is scheduled for Saturday, June 3rd.
Council went into Executive Session at 6:22pm for 40 minutes to discuss personnel issues and returned to open session at 7:00pm. Two motions followed:
  1. S. Moore moved to approve a 2% salary increase, retroactive to January 1, 2017 for the following city staff: Chief Cox, City Clerk (Debra Gann), Asst. City Clerk, (Barbara Kratzer), Court Clerk, (Cindy Burkemper), and Maintenance, (Wade Vickery); J. Cohlmia seconded the motion; motion passed unanimously.
  2. J. Cohlmia moved to adopt the Eastborough Family Medical Leave Policy (FMLA) to grant three (3) weeks of unpaid family and medical leave; S. Moore seconded the motion; motion passed unanimously.
