MINUTES

The January minutes, dated January 23, 2017 were approved as presented.

CLAIMS

J. Cohlmia moved to approve the Claims (Ord. App17-02), as of February 28, 2017, totaling $175,555.63; S. Moore seconded the motion; motion passed unanimously. February claims total $175,594.04.

Special February Expenditures include: $71,887 City of Wichita (1st installment 2017 Fire Protection); $26,424.72 Rusty Eck Ford (2017 Patrol Vehicle); $13,718.05 Traffic Control Services (Vehicle Accessories)

TREASURER'S REPORT

N. Farha reported that Revenues for January total $533,504 as compared with $525,779 for 2016. Expenditures total $92,010 as compared to $86,927 for 2016. 2017 Year-to-Date Revenues exceed Expenditures by $441,494 as compared to $438,852 for 2016. Unencumbered Cash and Investments as of 1/31/2017 total $1,759,255.

OLD/NEW BUSINESS

City of Wichita agreement for Animal Shelter services: The City of Wichita has not resubmitted the Animal Shelter Agreement for council review and vote. The issue tabled to the March meeting.

NEWSLETTER; CITY HALL MAINTENANCE; INSURANCE & PERSONNEL BENEFITS; COMMUNITY AFFAIRS COMMISSIONER'S REPORT-Cathy Tilma

PARKS; TRASH SERVICE AND LONG RANGE PLANNING COMMISSIONER'S REPORT- Greg Shelton

Shelton reported:

  1. Bids are being taken to replace the signs in City Park.
  2. E. Fulghum plans to consult Greg Shelton concerning the pending project from last fall to install a new intake pipe for the creek recirculating pump.
  3. Bids will be taken to repair a couple of the most uneven sidewalks through City Park.
  4. S. Moore mentioned there were several light fixtures needing repairs as well as lights that remain on continuous. Atlas Electric has been contacted and is scheduled to make electrical repairs at City Hall and City Park.

CODE ENFORCEMENT, CO-ORDINANCE MANAGEMENT; BUSINESS LICENSES COMMISSIONER'S REPORT-Danny Wallace

Code Enforcement Officer's Report-Wade Vickery

  1. W. Vickery reported receiving numerous calls concerning signs appearing on resident properties and questioned whether or not they conformed to the Sign Ordinance (G10-06). The City Attorney advised that the signs fell under Section 5: The provisions of this Ordinance shall not apply to: (a) "non-campaign political" and no action should be taken. S. Moore suggested after reading the ordinance that changes may need to be made in Section 5 of the ordinance. Under this section there are no limits to the size of the signs. The issue was tabled following discussion.
  2. W. Vickery reported that the Storm Sewer Department at the City of Wichita has not been receptive to his request to clean out Eastborough's storm sewers along Woodlawn. S. Moore agreed to contact Wichita and follow-up on W. Vickery's request. S. Moore explained that a monthly storm water maintenance fee is included on all water bills.

STREET MAINTENANCE; UTILITIES; FIRE PROTECTION COMMISSIONER'S REPORT

Jerry Cohlmia

  1. Steve Frank, MKEC, was unable to attend the February meeting but sent the following recommendations:
      (a) Give South Central Sealing approval to come out and make the "surface asphalt" repairs at the pothole locations.
      (b) Place Huntington at the top of the 2017 Street Program for repairs and resurfacing.
      (c) City of Wichita anticipates taking bids for the water-line replacement project (which includes the City of Eastborough, North of Douglas) this year.

COUNCIL PRESIDENT; FINANCE; BUDGET AND ACCOUNTING; MEMORIAL GIFTS COMMITTEE; ZONING, ARCHITECTURAL REVIEW; CO-ORDINANCE MANAGEMENT COMMISSIONER'S REPORT- Stacy Moore

  1. S. Moore announced the Governor has proclaimed March 6-10, 2017, as "Flood Safety Awareness Week".
  2. S. Moore reported the link to FEMA's "Community Status Book is www.fema.gov/cis/KS.php . The City of Eastborough is now listed as a participating community.
  3. S. Moore reported the 2016 Annual Report for the MS4 Permit has been completed and sent to the State of Kansas. Beginning in 2017 the city will be required to begin "water sampling".

POLICE CHIEF'S REPORT

Chief Cox:

  1. Chief reviewed his monthly report and answered questions.
  2. Chief reported purchasing 4 new tires for Car #1 under the state contract for a savings of $700.
  3. Chief reported the new patrol car is ready for the streets now that the electrical and graphic work is completed. Butler County Community College has agreed to purchase the 2010 patrol vehicle for $6200.

CITY CLERK/ASSISTANT CITY CLERKS-Debra Gann; Barbara Kratzer

  1. Girl Scouts have requested approval to use some streets in the city to conduct their Annual Thin Mint Sprint Run on April 22, 2017. There are no course changes from previous years. Streets will not be closed because participants are limited to one lane.
  2. Charter Ordinance SP16-01 (Change Election Dates) was approved by Council on November 22, 2016. Published in the Sedgwick County Post on December 20 & 27, 2016. The 60-day waiting period began on December 28th and ended on February 25, 2017. Copies of the Ordinance and proof of publication will be sent to the Secretary of State's Office as well as the Sedgwick County Election Commissioner's office.
    The new General Election date is November 7, 2017. Vacancies will include: Mayor: John Johnson; Council Member-Cathy Tilma; Council member-Danny Wallace.
    Candidates filing and withdrawal deadline is June1, 2017 at noon. All candidates file at the Sedgwick County Election office and pay the $20 Filing Fee. A Nominating Petition requires 6 signatures. A Primary Election, if needed, would be August 1, 2017.
  3. Minneha Township has completed the quarterly street sweeping through the city.
