OATH OF OFFICE

Debra Gann administered the Oath of Office to Danny Wallace, Mayor and Robert Hotaling, Councilmember.

RECOGNIZE MEMBERS

Mayor Wallace thanked John Johnson for his years of service on the council. During his 10 years on the Council, John served as street commissioner during the project to rebuild the Westside streets. John later returned to the Council to serve out the remaining 2 years of Dave Anderson's term as Mayor. Mayor Wallace, on behalf of the Council, presented John with a Gift Certificate as an expression of gratitude for a job well done.

Mayor Wallace also thanked Cathy Tilma for serving 4 years on the Council. Unfortunately, she was unable to attend the meeting but will receive a Gift Certificate in appreciation of her service.

COUNCIL VACANCY

Mayor Wallace reported that the Sedgwick County Election Commission certified Marsha Bacon's election to the Eastborough City Council following the November election. Ms. Bacon received 4 write-in votes. The Mayor reviewed a letter, written to the Mayor and Council, by Ms. Bacon declining the position. The Mayor announced that Alan Joseph has agreed to fill the vacancy and asked Council for a motion to approve. J. Cohlmia moved to approve Alan Joseph for the council position; S. Moore seconded the motion; motion approved unanimously. Debra Gann administered the Oath.

MINUTES

The Council minutes, dated November 28, 2017, were approved as presented.

CLAIMS

The December Claims were approved via email as a result of the cancelled December meeting. J. Cohlmia moved to approve the Claims (Ord. App18-01), as of January 23, 2018 totaling $185,944.88; S. Moore seconded the motion; motion approved unanimously. January claims total $209,670.96. Special Expenditures: $71,923 to City of Wichita (Fire Protection)-biannual payment; $19,222 (Huber & Associates, Inc)-Balance due on Police records management system software; $4,471.25 (Kansas State Treasurer)-General Obligation Bond interest payment; $1,455.30 (KDOT)-interest payment on 2 street improvement loans; $11,489 (KMIT)-Worker's Comp. annual premium; $9,261 (BKD)-2016 audit/2018 Budget preparation. $5,420.50 (Travelers)- quarterly premium payment.

TREASURER'S REPORT

N. Farha reported Revenues for November total $33,109 as compared with $34,867 for 2016. Expenditures total $89,473 as compared to $91,420 for 2016. 2017 Year-to-Date Revenues exceed Expenditures by $(23,748) as compared to $22,239 for 2016. Unencumbered Cash and Investments as of 11/30/2017 total $1,284,788.

N. Farha reported Revenues for December total $40.120 as compared with $39,560 for 2016. Expenditures total $135,111 as compared to $161,066 for 2016. 2017 Year-to-Date Revenues exceed Expenditures by $(125,832) as compared to $(99,262) for 2016. Unencumbered Cash and Investments as of 12/31/2017 total $1,241,607.

PARKS; TRASH SERVICE AND LONG RANGE PLANNING COMMISSIONER'S REPORT- Greg Shelton

Erin Fulghum reported:

  1. The process has begun reviewing and approving subcontractor's 2018 contracts.
  2. The project to make repairs to the pump at the small waterfall, awarded to Tree Top, were not done. The issue will need to be addressed in 2018.

CODE ENFORCEMENT, CO-ORDINANCE MANAGEMENT; BUSINESS LICENSES COMMISSIONER'S REPORT-Danny Wallace

Danny Wallace:

  1. Mayor Wallace announced that Robert Hotaling has agreed to add "Budget Oversight" to his list of responsibilities.

Code Enforcement Officer's Report-Wade Vickery
Reported--trailers parked on residential properties are currently the major code violators in the city.

STREET MAINTENANCE; UTILITIES; FIRE PROTECTION COMMISSIONER'S REPORT

Jerry Cohlmia:

  1. South Central Sealing has agreed, in a memo sent to Steve Frank, to redo the rough area along Norfolk in the spring if time, traffic and hot temperatures do not flatten out the area.
  2. A meeting will be scheduled with Steve Frank, MKEC, to outline the 2018 Street Plan.
  3. The City of Wichita will soon begin replacing waterlines north of Douglas and east of Woodlawn in Eastborough.

COUNCIL PRESIDENT; FINANCE; BUDGET AND ACCOUNTING; MEMORIAL GIFTS COMMITTEE; ZONING, ARCHITECTURAL REVIEW; CO-ORDINANCE MANAGEMENT COMMISSIONER'S REPORT- Stacy Moore

  1. Receiving an email from FEMA regarding reapplying for insurance. Further review is needed before reporting back if it applies to the City.
  2. Working with the City Attorney to prepare a Stormwater Ordinance in order to comply with the MS4 Permit. Another requirement is the testing of water entering and leaving the city at specific locations twice a year.
  3. The City of Wichita has been reluctant to respond to our request to cleanout the storm drains along Woodlawn. Requests to Wichita will continue.

POLICE CHIEF'S REPORT-Chief Cox

  1. Chief asked if there were questions concerning his monthly report.
  2. Chief reported a call went out about a shooting north of Eastborough and one of our officers was able to apprehend the shooter at a shopping center.

CITY ATTORNEY'S REPORT-Jerry Bogle

PUBLIC RELATIONS; LEGAL AND MUNICIPAL COURT LIAISON'S REPORT-John Johnson

  1. No report

CITY CLERK/ASSISTANT CITY CLERKS-Debra Gann; Barbara Kratzer

  1. D. Gann handed out a letter from the Sedgwick County Treasurer in regards to the January and June 2018 Tax Distributions.
  2. B. Kratzer handed out a packet of General Information to better enhance the transition onto city Council.

NEW/OLD BUSINESS

  1. City Staff Annual Salary Review and related issues. (Executive Session)

EXECUTIVE SESSION

  1. Council went into Executive Session for 1hour at 6:30pm to discuss Salaries and related issues.
  2. Council came out of Executive Session at 7:15pm.
  3. Mayor called the regular meeting back to order.
  4. No action taken.
