West Side Street Project

Schedule for Seeding

September 27th, 2011

The contractor Seeder Inc. is planning on starting the seeding in your neighborhood next week. Preparation of the yards may start earlier. Yards will be tilled, leveled, seeded and fertilized. If you have already established your yard by seeding or sod we will skip over those properties. After we have completed your yard it will be beneficial to keep the surface moist until the grass is established.

Seeding Eastborough

August 18th, 2011

John, we will ask the contractor to give us a schedule for seeding. We need to get word out to the residents so they can advise us if they do not want seed. People with Bermuda or sodding or other Landscape plans probably will not want seed, but some of these areas still may need final grading. We will need to have the contractor do final grading and loosening of the soil before they seed. Getting this done will take awhile. Earliest they could seed would be sometime next week, I would think.

We are working to have them clean the worst areas of dirt in gutters (area in front of Vickers both sides is probably the worst).

Postal Service Home Delivery Resumes August 8th

August 4th, 2011

We have been informed that the Postal Service will begin delivery to the homes on the west side of Eastborough beginning Monday, August 8th.

Therefore, after the west side residents pick up their mail Saturday August 6th, please return your mail box keys to City Hall. If it is during regular office hours, there will be a basket on the table just inside the door. If it is after hours, please place your keys in a sealed envelope and drop them through the mail slot on the front door. Thank You.

Waste Connection Pickup Changed to August 1st

Waste Connection has changed the pickup date from Friday, July 29th to Monday, August 1st, so as not to interfere with the street project.

Surface Asphalt Begins Wednesday, July 27th

July 26th, 2011

Kansas Paving will start laying the Surface Asphalt on Wednesday July 27th 2011 and July 28 2011, All Residents will be affected, on Wednesday Kansas Paving will start on East Norfolk and head East to Highland and then head North on N. Norfolk to E. Norfolk and head east to Hillcrest on E. Norfolk. On Thursday Kansas Paving will head South on Hillcrest to Douglas and then on Parkwood to Highland.

During this time Kansas Paving is requesting that all Residents call their Landscaping crews and reschedule them for another day and that all Resident on E Norfolk, Highland and N. Norfolk move their Vehicles on Wednesday and that all Residents on Hillcrest and Parkwood move their Vehicles on Thursday.

Eastborough Street Removal and Road Closures,Driveways,Curb & Gutter

May 16th, 2011

Attention Eastborough Residents:

Removal

Kansas Paving will continue removal on E. Norfolk Dr. and will reach the circle by the midday on Monday May 16th, 2011, at this time we will began the removal of the circle on the North side and on the west side of the circle. Addresses affected in this area are # 28 and 32 Norfolk, # 12, 11, 21, Hillcrest.

On Tuesday May 17th, 2011 Kansas Paving will have a crew removing the North side of the Circle at Hillcrest and Parkwood and will need to close Parkwood for one Day at Parkwood and Hillcrest. The intersection at Hillcrest and Douglas will remain open, 2nd street and Woodlawn will remain open and E. Norfolk Dr. will be open. Addresses affected in this area are # 1,2,3,4, N. Hillcrest Ave.

Curb and Gutter Plan Clarification

May 12th, 2011

In an effort to clarify the plan for curb and gutter work on the west side of the neighborhood, I have met with John Johnson and the contractor to discuss the effects of constructing full 6 inch curb along some of the areas on West Norfolk, in the deepest cut areas.

The impact of using 6 inch curbing would reduce some of the steepness of the grading from the construction limits to the new curb. While this option is feasible, it would create discontinuity in the curb heights in the loop streets. We therefore will proceed with the original plan and provide roll curb throughout the loop.

The steep slopes are related to conditions we placed in the specifications to protect any trees and landscaping lying more than 5 ft behind the new curb. As I noted in our public meetings, this limitation on grading would create some steep areas to the new curb. However it serves the purpose of protecting trees from surface grading around the trunks. Protection of the trees has been a top priority for the neighborhood and the designers.

In areas where steepness can be helped by grading farther back than 5 ft., we plan to individually contact the property owners to determine their preference about grading limits. This will allow a mutually agreed to grading limit which will be most appropriate for the property. If the owners wish to allow grading farther back to reduce the slope, it will be done. Our intent is to provide the needed protection of trees and landscaped areas, and work with homeowners to create the best overall slopes in non-landscaped areas.

One area where full 6-inch curbing is most beneficial is West Norfolk, west of the loop street. This location has the most significant slopes, which can be better maintained through using the higher curb. This segment of street will be paved with 6-inch curbing. But the curbing will be transitioned to roll-type curb before it enters the loop streets.

This plan will allow the continuity desired for the neighborhood, and provide the coordination with each citizen as to the desired grading limits to match their property elevation.

Kansas Paving has moved a Crew in for Removal on Hillcrest Ave.; they will start removal on Hillcrest Ave. and Douglas and continue up to the Circle. The Address's affected by this are # 1 & # 2 Hillcrest Ave. The entrance at Hillcrest & Douglas will be temporary closed during this time.

Kansas Paving is setting string line for the Curb Machine today and will pour the Curb & Gutter on Thursday May 12th 2011 on E. Norfolk, N. Norfolk & Highland Streets, including the Median at Highland & Norfolk. Address's affected in this area are # 3,5,4,8,10,12,E. Norfolk, # 4 & 1 Highland and # 14,16,18,N. Norfolk Dr. During this time Kansas Paving is requesting that you move your Vehicles that you Drive at of the Driveway . Soon after we pour the Curb & Gutter Kansas Paving will start setting forms for the Driveways and pour the Driveways back as soon as possible. There is a 7 day cure time on Concrete Driveways, after the 7 days you will be allowed to use your Driveways.

Requested Change Order on Curbing

May 11th, 2011

MKEC has requested a change order on the curbing. This affects 3,5,8,10,11,12,14,15,16,17,18,20,24 Norfork, a portion of 4 Highland and a portion of 2 Parkwood. As you probably have noticed, there is a significant change in elevation between the road bed and the lawns. This portion of the streets had to be graded deeper to achieve the proper drainage contours. MKEC is concerned that with the constraints we have made to grade only five feet back of the curb, the drop off will be severe. While there will be an additional 5 inches of asphalt poured on top of the road bed, there will still be a difference in elevation. Therefore, MKEC wants to put in traditional curbs at these areas as opposed to rolling curbs which are in the original design. Close consideration of this change request leads to the conclusion a normal curb in this area certainly makes sense. I know that we have consistently stated we would be using rolling curbs for the entire project, but we now realize that our accommodation to limit the grading to five feet instead of ten feet has created this dilemma. During the landscaping phase of this project, the contractor will be meeting with residents to discuss landscaping back beyond five feet where it won't affect any trees to help in alleviating this problem.

MAIL DELIVERY CHANGES

April 26th, 2011

The mail delivery issue has been a key element in the west side road construction project. Initially we were going to try and install a bank of temporary boxes on the west side. The Postal Service had been contacted last year and was studying the issue. During discussions with MKEC, we decided to incorporate into the construction contract the requirement to leave one lane open for access to homes and mail delivery. However, the Postal Service, after studying that plan made the determination it was not feasible for their delivery procedures. With that in mind, the contractor proposed abandoning the one lane plan and proposed excavating both lanes at once and laying down crushed concrete for driver access. While this method would close off two to four residences from mail delivery at any given time, it was perceived as a viable procedure. I discussed it with the Postal Service and it was felt it was workable. That was the plan presented to the citizens at the informational meeting. However, as that plan has been studied, it became apparent it was burdened with its own problems. There are going to be big differences in elevation from the road bed to the mail boxes and the temporary boxes were going to be set back a greater distance than they are now. Adding to the fact there will be a curing concrete curb in front of the mail boxes, it became apparent this was not a workable solution. There would be too many separate instances where residents would not get their mail that the benefits of home delivery would be overshadowed. The Postal Service has temporary mail boxes and it has agreed to install them at the turnaround between Douglas and Huntington. There is an asphalt inset that is present and held a mail drop off box years ago. Furthermore, there is a light right behind where the boxes will be positioned. After meeting with the Postal Service at the site in question, it was determined this was the best location. (We tried to find a place on the west side that would work and after looking at all the options, the current site was deemed the most advantageous.)

The boxes are being installed this morning. The Postal Service has dropped off keys with instructions at City Hall. Mail service will begin Thursday. If a parcel is too big for your box, a key will be placed in your box to access the larger box in your bank of boxes. That key must be used to access the larger box. Once inserted and opened, only the mail man will be able to remove it. If there is not enough room in the larger box, the parcel(s) will be taken to City Hall with a note left in your regular box advising of the action taken.

There has been a concern over the fact that once we go to this system, the Postal Service will not return to home delivery once construction is completed. This concern was alleviated several months ago by the Postal Service and it was communicated to the residents. The Postal Service has again assured me this bank of boxes is only temporary. In fact, the boxes are considered temporary and are used at other locations when needed. We have asked the Postal Service to provide the residents with instructions on the installment of new mail boxes after construction is completed and it has agreed.

I know this is a change in plans, but it has been made only after a lot of study and discussion.

KANSAS PAVING STARTS REMOVAL APRIL 27

April 26th, 2011

Kansas Paving will start removal from East Norfolk Dr. to North Norfolk Dr. on or around Wednesday April 27, 2011. Address's that will be affected are 3,4,5,8,10,& 12 East Norfolk Dr.

WB Carter will complete the Storm Water sewer on or around Wednesday April 27, 2011, at which time Douglas and Hillcrest will be open.

WB Carter will move to 2nd Street on or around Wednesday April 27, 2011 and begin the Storm Water Sewer in that area, at which time 2ND Street Woodlawn intersection will be closed. Address's that will be affected are 21 North Hillcrest Ave. & 32 East Norfolk Dr.

MAIL SERVICE CONCERNS

April 20th, 2011

I am aware of concerns from our residents about mail service on the west side. We have been in discussions for several months with the Postal Service pertaining to this issue. We have done our best to try and keep roadside mail delivery to each residence. In fact we thought the issue had been decided after we were advised by the Postal Service delivery could be made over the temporary surface put down by the contractor. Of course, some residents will want to construct new custom mailboxes after the street construction. This should be delayed until the contractor's work is complete to avoid conflicts with those operations.

We understand this option for mail delivery is an inconvenience, but it is the best way to provide safe and secure mail service during this temporary period. Thank you for your continued patience.

MAIL SERVICE CONCERNS

I am aware of concerns from our residents about mail service on the west side. We have been in discussions for several months with the Postal Service pertaining to this issue. NEWS LETTER FOR WEST EASTBOROUGH RESIDENTS

Kansas Paving is working on a system to have regular notices sent by e-mail or by flyer to all the residence affected by the street construction. These emails will try to inform you about what is happening and when it might affect your area of the project.

Right now, the contractor is getting the project surveyed and marked out with wood stakes driven into the ground. This will give the new alignment and elevations for the new curb. The stakes (marked with red flags) are 5 ft behind the proposed new curb.

Some protective fencing is being installed. The protective fencing is also being placed at the 5 ft line to protect the trees and landscaping behind it. This should give the citizens an idea where the new curb will be, and what things will be impacted by the construction. If anyone has things out in the construction area they would like to save, they should make those arrangements as soon as possible. The contractor will remove things in the construction area, and citizens can contact them if some of these things need to be salvaged for the owners.

There are also some red flags or markings on the driveways and sidewalks showing the limits of the driveway removal limits. Contact the contractor if you have any questions of these limits of removal.

Access will be limited at times and will change during the phasing of this construction. Contractor will be sending out notices of these traffic changes.

The contractor shall maintain access to all individual mailboxes. Existing mail boxes that are in the construction area (area that is 5ft behind curb) will have to be removed. Temporary mailboxes will be installed prior to the removal of the existing ones. Permanent mailboxes will be installed at the end of construction for each residence.

ATTENTION EASTBOROUGH RESIDENTS

April 15th, 2011

Beginning Monday, April 18, W.B. Carter Construction Co. will begin work on the storm water sewer located at Douglas and Hillcrest Avenue. The contractor will begin at the existing storm water inlet on Douglas, and install pipe to the north along the west side of Hillcrest, ending at the north side of Parkwood Drive. This work will take approximately 2 weeks.

Kansas paving will close N. Hillcrest Ave. from Douglas to the first driveway on the east side of N. Hillcrest. Addresses in the area that will be affected are #1 N. Hillcrest and #2 N. Hillcrest Ave.

Residents in the area will be able to use the 2nd Street and Woodlawn entrance, the Highland entrance at Douglas, and the West Norfolk entrance during this time.
