As many of you know, I am starting my 8th year as your mayor, and I have been privileged to do so. Over that past year our Westside Street Project was completed and Kansas Paving did a remarkable job of completing the project ahead of schedule. The funding for this project was possible through the sale of General Obligation Bonds and I am hoping we will be able to pay off the bonds early. This will enable the City to save on interest payments.
Fiscally, we remain stable and our budget is balanced. Our revenues for the 2011 year totaled $1,161,238 while the expenses totaled $1,022,080. The excess revenues over expenditures totaled $139,158.
I know many of you have met our new Deputy Assistant City Clerk, Debra Gann. If not, please stop by City Hall and introduce yourself to her. She has been a big help to Barbara, and continues to assist her as well as Chief Bardezbain. Also, since our previous City Clerk, Kay Brada, left Eastborough and moved to Lawrence, Kansas, Ann Townsend has taken over that position with enthusiasm. She has shown to be a positive influence to our Council. Barbara Kratzer continues to do a yeoman's job for our City. We also have a new Code Enforcement Officer in Wade Vickery, who as many of you know has been doing work for the City in other capacities. He will continue to work in the City as before but with the added duty as Code Enforcement Officer. I'm sure he'll remain busy. Our Court Clerk, Cindy Burkemper, has been responsible for enabling the Municipal Court to participate in the Kansas State Setoff Program. The program matches debts the City has been unable to collect with accounts payable by the State of Kansas, such as individual tax refunds. The state withholds the amount owed to the city and the debtor receives the balance.
Our treasurer, Norman Farha continues to do an excellent job for our City. I continue to be very proud of the work our Councilpersons have done over the past year. Britt Brown's area is finance, budget and accounting. Greg Shelton's job is to oversee insurance needs, personnel benefits and architectural review issues. He also has taken our ordinance issues by the horn and is helping the City organize and also eliminate duplicate and out of date law. Dave Anderson works with our park needs as well as signage. Recently, Dave announced the completion of the project at the playground to install a ramp with railings leading into the play area to help disabled individuals. The play area also received new mulch. His issue this spring has been to find ways to decrease the geese population at the pond. He recommended a company called Goose Busters and is working with them to solve the problem. For the year 2012-13, I have appointed Dave to serve as President of the Council and act as Mayor in my absence. I especially want to thank John Johnson for the work he did on our Westside Street Project. These new streets will serve our west siders well into the future and the area looks beautiful. Chris Owen has been exceptional on advising Council on the City's computer needs. He also has completed a review of the drainage issues at City Hall and has taken the steps necessary to improve the perimeter of City Hall. He also has been instrumental in recommending water sprinkler needs for City Hall and Triangle Park. Those projects are nearing completion and I think our citizens will notice changes within the next few months.
Chief Danny Bardezbain leads our police force with expertise and I appreciate all the work he has done.
Your City Council is currently looking at the issue of the National Flood Insurance Program for our City. We will do our due diligence to see if this will be a benefit for Eastborough residents.
Our 2012 Spring Cleanup Weekend is soon approaching, which will take place over the May 11th weekend. Information will be forthcoming.
I would like to remind our residents that two council positions will come up for election in April, 2013. Terms will be expiring for Councilmen John Johnson and Dave Anderson. The third vacancy will be that of the Mayor. If any residents are interested in running for any of these positions, I would ask you to attend as many council meetings as possible to make yourself aware of current and future issues coming before the council. Our council meets at 5:30pm on the 4th Tuesday of every month.
It has been my pleasure to serve the residents of Eastborough as Mayor. However, I could not have done this job without the help of our excellent Council, our Assistant City Clerk, Barbara, and our City Attorney, Jerry Bogle.
